Council Chambers of the Plainview City Hall at 901 Broadway.
Mayor Pro Tem Susan Blackerby presided. Councilmembers present were: Nelda
VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -
District 4, and Evan Weiss -District 6. Mayor Wendell Dunlap and Councilmember Oliver
Aldape-District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Di rector of Finance,
Rachael Foster -Director of Human Resources, Melinda Brown -Main Street Manager, Ken
Coughlin -Chief of Police, Isauro Gutierrez -Director of Information Technology, Jeff
Johnston -Community Development Manager, Paul Kite -Assistant Director of Utilities, Tim
Gibson -Fire Chief, and Belinda Hinojosa-City Secretary.

Motion by Councilmember Williams, seconded by Councilmember Juarez
Vote: 6 — 0. Motion carried.
4. An Ordinance of the City of Plainview Texas Deleting in its Entirety Chapter 10 of
the Code of Ordinances of the City of Plainview and Replacing it with a New Chapter 10
Entitled "Subdivision Regulations" Incorporating Articles 10.01 Through 10.09, Appendix
"A" And Appendix "B Providing for New Development Consistent with the City's
Comprehensive Land Use Plan,• Providing for Harmonious Development in the City's
Extraterritorial Jurisdiction (ETJ); Promoting the Health Safety, Morals and General
Welfare of the Community; Establishing Lot and Subdivision Standards, Standardized
Development Procedures Plat Approval Process Permit Approval Process,
Administrative Approvals and Public Body Approvals; Providing an Appeals Process;
Providing for Enforcement Procedures; Providing_a Penalty Clause of up to $2000 Per
Day Per Violation; Repealing all Conflicting Ordinances; Providing a Severability Clause;
Providing for Publication of the Caption Thereof; and Providing for an Effective Date.

Motion: Approve Ordinance 19-3686 on second reading.
Motion by Councilmember King, seconded by Councilmember VanHoose
Vote: 6-0. Motion carried.
5. Consider approval of Professional services agreement between the City of
Plainview and Brandt Engineering -for 2019 Seal Coat Project and authorize Mayor to sign
necessary documents
Presenter: Tim Crosswhite, Director of Public Works
This is the Professional Services Agreement with Brandt Engineering for the annual
seal coat program.
Motion: Authorize approval Professional Services Agreement between the City of
Plainview and Brandt Engineering for the 2019 Seal Coat Project and authorize Mayor to
sign necessary documents
Motion by Councilmember Weiss, seconded by Councilmember Juarez
Vote: 6-0. Motion carried.
6. Closed Meeting — Deliberate the appointment employment, evaluation,
�., reassignment duties discipline or dismissal of a public officer or employee, or to hear

Motion: Move to appoint Daniella Barron to the Zoning Board of Adjustment with
said term to expire on January 1, 2021.
Move to appoint Danny Murphree, Paul Drager and Chris LeFevre to the Planning and
Zoning Commission with said term to expire on January 1, 2021.
Motion by Councilmember VanHoose, seconded by Councilmember Weiss
Vote: 6-0. Motion carried.
