Council Chambers of the Plainview City Hall at 901 Broadway.
Mayor Pro Tem Susan Blackerby presided. Councilmembers present were: Nelda
I;
VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -
District 4, Evan Weiss -District 6 and Oliver Aldape-District 7. Mayor Wendell Dunlap was
absent.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance,
Melinda Brown -Main Street Manager, Ken Coughlin -Chief of Police, Isauro Gutierrez -
Director of Information Technology, Jeff Johnston -Community Development Manager,
Paul Kite -Assistant Director of Utilities, and Belinda Hinojosa-City Secretary.

d) Appoint Jordan Dunlap to the Main Street Coordinating Board with said term to
expire on January 1, 2021
e) Approve purchase of new Roll -off Truck with Grapple from Heil of Texas in the
amount of $212,610.02 through the HGAC Buyboard Purchasing Cooperative

5. Presentation of the Plainview -Hale County Economic Development Corporation
Annual Report
Presenter: Mike Fox, Executive Director
This is the 4th Quarter report for the Economic Development Corporation.
Motion: Accept Plainview -Hale County Economic Development Corporation Annual
Report
Motion by Councilmember Weiss, seconded by Councilmember King
Vote: 7-0. Motion carried.
6. Consider Award of Bid for the 2019 Seal Coat Project and authorize Citv
Manager to sign necessary documents
Presenter: Tim Crosswhite, Director of Public Works
G&G Operations submitted the only bid for this project in the amount of $183,687 at the
unit price of $2.36 for 77,100 square yards.
Motion: Award bid for 2019 Seal Coat Project to G&G Operations in the amount of
$183,687 and authorize City Manager to sign necessary documents
Motion by Councilmember King, seconded by Councilmember Juarez
Vote: 7-0. Motion carried. •
7. Consider Award of Bid for Quincy Tower Rehab Project and authorize City
Manager to sign necessary documents
Presenter: Paul Kite, Assistant Director of Utilities
Staff recommends awarding bid to N.G. Painting for the base bid amount of $118,000.
Motion: Award bid to N.G. Painting for the base bid amount of $118,000 and
authorize City Manager to sign necessary documents

8. Closed Meeting: Deliberate the purchase exchange lease or value of real
property the public discussion of which would not be in the best interest of the City's
bargaining position with third parties in accordance with Tex. Gov't Code, Section
551.072.

7. A Resolution of the City Council of the City of Plainview Texas, Authorizing Mayor
and City Manager to Sign all Contract and Agreements with Texas Department of
Transportation for Implementation of Improvements to the Plainview/Hale County Airport.
(Resolution R19-436)
Presenter: Jeffrey Snyder, City Manager
TOOT — Aviation Division approved to allocate $450,000 of the $600,000 Non -Primary
Entitlement (NPE) Funds available for the Plainview -Hale County Hangar Acquisition
Project at the Airport. The remaining $150,000 will be available late 2019. These funds
will be used to reimburse the City and County for the purchase of 27 structures from
Rocket Aviation.
Motion: Move to adopt Resolution R19-436
Motion by Councilmember Juarez, seconded by Councilmember VanHoose
Vote: 7-0. Motion carried.
