CITY COUNCIL WORKSESSION
June 3, 1999
The Plainview City Council met in a Worksession at 11:30 a.m., Thursday, June 3, 1999
at the Plainview Convention Center. Notice and agenda for this meeting was posted in
City Hall at 11 :a.m. on May 31, 1999.
OPEN MEETING
1. Invocation - John Castro
Review June 8, 1999 City Council Agenda. Items discussed from that Agenda
were:

Authorize the City Manager, or his designee, to enter appraisal agreements
for the right-of-way acquisition and to n~e~otiate the purchase of right-of-way
from individual property owners (S.W. 4 , FM 3466, and East US 70 sewer
project).
City Attorney Wally Hatch explained the appraisal process is the first step in the
acquisition process. The properties will be appraised, the owners will agree with
appraised value and sign agreements, and if they do not agree with the appraised value
then condemnation procedures are begun. No one objected.
f) Consider award of bids for the repaving of parking lots around City Hall,
Police Station and the City parking lot South of City Hall.
Mr. Jeffers reviewed the condition of the parking lots around City Hall. The area North
of City Hall, the parking lot across the street South, the alley behind City Hall, and the
area behind the Police Department all must be repaired and/or replaced. The question is,
how much and when. Mr. Jeffers said it has been proposed to replace all of the parking
areas with concrete. This will limit annual repair and will last twice as long as asphalt. It
is estimated the alternate proposal for the parking lot across the street South will cost
$40,000, the area behind the Police Department will cost $13,000, the area North of City
Hall will cost $13,000, and the alley $18,000. Neighboring businesses will pay their share
of the alley. John Berry reminded the Council, the water line in the alley would be
replaced during these repairs. Mr. Jeffers said there is $108,000 budgeted for this
purpose, however the estimates and bids for the entire project is $146,461.25. Mayor
Woods stated he would like to see all of the areas done in concrete and this will take care
of the area for many years to come. Councilmember McGehee said he understood the
areas must be repaired but said he would rather spend $70,000 and repair it with asphalt
and use the rest of the money for projects with a higher priority. Councilmember
Hutcherson stated we should do it all in concrete and be through with it. Councilmember
Parker said the asphalt always looks bad, even when it is new, and we should concrete the

area and be done with it. Councilmember Owen said we should use the reserves, that is
what they are for, and concrete the area.
5. Consider funding for Parent's Place, Inc.
Mr. Jeffers said traditionally Texas cities have not participated in funding social
programs, but with the Federal government cutting back on such funding some cities
have begun to do so. The City of Plainview has given funding to the Hale County Senior
Citizens organization. It began in 1995 with $20,000 and decreased each year. This will
be the final year and the amount funded for 1999 is $4,000. Another program the City
has given money to is the SANE program, $5,500, which funds the training of nurses to
assist in assault cases. The City of Plane has a similar program called Practical Parent
Education, which was started in response to a high teenage suicide rate. It began with a
budget orS11,000 and has increased to the present $220,000 ($1 per capita) budget for all
social programs. Parent's Place, Inc. has four programs: Practical Parent Education
(adults and children), For Kid's Sake (divorcing parents and children), Virtues (teens age
12 to 17), and Rainbow Days (ages 6 to 12). Next year's program is funded with a CTF
grant of $23,544, fees of $48,800 and a one timedonation from Hale County of $5,000.
This leaves a deficit of $54,469. Parent's Place has had two years to secure permanent
funding but has not done so. They are requesting assistance for three additional years
while seeking permanent funding. Mrs. Susan Wilson, director of Parent's Place, Inc. told
the Council the program began two years ago at Wee Care Child Center with
overwhelming acceptance and requests to continue the programs. She introduced Rusty
Gray, a certified instructor that teaches parenting classes. Councilmember McGehee
asked if there were other programs like this in the community? Mr. Jeffers said yes,
Covenant Hospital, Hale County Crisis Center, MHMR, law enforcement and others.
Mr. Gray said he has up to 40 people in his classes, some as young as 15. Mrs. Wilson
asked the Council to give $15,000 for the first year, $10,000 for the second year and
$10,000 for the third year. She said the program would be self sustaining by that time.
Ordinance No. 99-3218. An ordinance authorizing the issuance of a
Specific Use Permit to operate an outdoor amusement (miniature golf
course) in a Commercial General Business (C-3) Zoning District, the same
being 1011 W. 5a' Street; Cumulativeness clause; Severability clause;
And effective date. First reading.
John Castro, Director of Community Services, explained this proposed miniature golf
course is the same location as the old Family Fun Park golf course: It will only be a golf
course. The Planning and Zoning Commission has recommended approval.
WORK SESSION
3. City Council Reports - There were none.
Action Item: Consider participation as a co-applicant on the request of Ron
Trusler on behalf of Central Plains MHMR for re-zoning lot 15, Block 1,

Plainview, Unit 2, of the Hilltop Addition from a Single Family Residential (R-l)
to a Multi-Family Residential (MF-1), same being 405 Ennis, Plainview, Hale
County, Texas. (Zone Case 678).
John Castro explained this lot was Originally zoned Multi-Family, but was changed to R-
1 when the Comprehensive Plan was done in 1989. This may have been an error on the
part of the City and by being a co-applicant on the zone change request MHMR will not
have to pay the fees to request that it be changed back. Mayor Woods made a motion
that the City be a co-applicant on the zone change request and Councilmember Mike
Hutcherson seconded the request. Councilmembers Parker, Shanes, Hutcherson, Owen,
McGehee and Mayor Woods voted "yes" on the motion. None voted against.
5. Review of City of Plainview policY for cOnducting precinct meetings.
City Manager Jim Jeffers recommended that precinct meetings be held on a "request
only" basis rather than plan one every other month. Each elected official could have a
precinct meeting once eery 18 monthsl There were no objections to this change in policy.
Review of lease for use of Softball Complex in Running Water Draw Regional
Park.
Mr. Jeffers said the City presently has a contract with the YMCA to manage the softball
complex. The Plainview Softball Association may request management of the field.
The Plainview Independent School District is interested in uSing the women's sot~ball
field.
7. City Manager Reports - There were none.
8. Adjournment - Mayor Woods adjourned the meeting at 1:25 p.m.
