HomeMy WebLinkAbout99 0525 min MINUTES Plainview City Council May 25, 1999 The Plainview City Council met Tuesday, May 11, 1998, Lakeside Learning Center, 1800 Joliet, Plainview, Texas. Notice of the meeting was posted May 19, 1999, 5:00PM. Mayor Pro Tem Ross Owen presided. Present were Councilmembers Sam Parker - Precinct 1, Mary Jane Shanes - Precinct 2, Mike Hutcherson - Precinct 4, Ross Owen - Precinct 5, Bobby R. McGehee - Precinct 6 and Irene Favila - Precinct 7. Absent were Mayor Lloyd C. Woods and Councilmember Rey Rosas - Precinct 3 Staff members present were: James P. Jeffers - City Manager, Gary Glass - Fire Chief, John Berry - Assistant Director of Public Works, Dale Simpson - Civil Service Director, Wally Hatch - City Attorney, John Castro - Director of Community Development, Cindy Gasaway - Main Street Coordinator, and Rick Cox- Street Superintendent. Guests present: Frank Gabriel, Max Gabdel, Irma Rosas, Kent Sutterwhite, Ron Trusler and Mr. and Mrs. Joe Cavazos. News media present: Richard Orr - Plainview Daily Herald and Wayland Baptist University TV. The Council convened in pre-session at 7:00 p.m to review the agenda. The Council meeting convened at 7:30PM. Invocation - Councilmember Shanes Pledge of Allegiance - Wally Hatch Recognitions - Mayor Pro Tem Owen presented Ron Trusler, Executive Director Central Plains MHMR, with a proclamation declaring May 1999 as Mental Health Awareness Month. CONSENT CALENDAR Councilmember McGehee moved all consent calendar items be approved, with the exception the bids for repaving the parking lots be tabled. Motion was duly seconded by Councilmember Hutcherson and carried by unanimous vote. · Minutes of previous council meetings. · Departmental Reports · Expenditures · Excused Absences were granted Mayor Woods and Councilmember Rosas for this meeting. · The final plat on La Mesa Subdivision Unit #8. · Ordinance No. 99-3216. Plumbing Code Amendment. An Ordinance of the City of Plainview, Texas, amending Chapter 20 of the Plainview Code of Ordinances to adopt the most recent edition of the Uniform Plumbing Code copyrighted in 1997; Severability clause; Cumulativeness clause; Conflict clause; and Effective date. Second reading. · Award of bids for the repaving of parking lots around City Hall, Police Station and the City parking lot South of City Hall. Bids: Concrete Constructors $181,114.00 and Thresher $146,461.25. (Item was tabled for further review.) City of Plainview Council Minutes May 25 1999 Page 1 Of 2 REGULAR AGENDA ITEMS Councilmember Favila, in the absence of Councilmember Rosas welcomed citizens to the Precinct 3 Meeting. Councilmember Favila recognized Irma Rosas, Councilmember Rosas' wife. There being no comments, the precinct 3 meeting was closed. Kent Sutterwhite, assistant manager of the Canadian River Munici pal Water Authority provided the annual CRMWA report. Some of the more note worthy comments were: the lake has risen five feet since April 1; with the raise in the lake the chloride levels have dropped from 395 parts per million to 300 parts per million; the aqueduct title has been transferred from the Bureau of Reclamation to CRMWA; the ground water importation design phase is neadng completion; and the salinity control project should be operational by the end of 2000. John Castro introduced Ordinance No. 99-3217, an Ordinance authorizing the issuance of a Specific Use Permit to operate a Motor Freight Terminal in a Commercial Retail (C,-2) Zoning District generally known as 2801 Olton Road. Cumulativeness clause; Conflicts clause; Severability clause; And effective date. (Per the request of WalMart Distribution Center). Mr. Castro noted there were two protests made to the Planning and Zoning Commission. The Planning and Zoning Commission has unanimously recommended approval of the specific use permit. Councilmember Shanes moved Ordinance 99-3217 be approved on first reading. Motion was duly seconded by Councilmember McGehee and carried by unanimous vote. Mr. Castro introduced participation in the Panhandle Regional Electrical Licensing Association. Mr. Castro noted the Panhandle Regional Planning Commission will administer this program. Mr. Castro felt the program would free up code administration personnel to focus on other issues besides testing and would not result in a loss of revenues to the City. Mr. Castro noted the Electrical Code may require an amendment to propedy interface the testing procedure with PRELA. Councilmember McGehee moved Resolution No. R99-103 be adopted. Motion was seconded by Councilmember Shanes and carried by unanimous vote. Street Superintendent Rick Cox provided the annual Vector Control report. Mr. Cox noted the recent rains had rendered pre emergence control of mosquitoes ineffective. An aerial application costs about $10,000 and one was scheduled later this week, weather permitting. Ground spraying had been initiated. No one spoke dudng the open forum. Mayor Pro Tem Owen adjourned the meeting at 8:30PM Approved this eighth day of June, 1999.
