HomeMy WebLinkAboutCouncil Minutes 02-26-2019286 The City Council of the City of Plainview met on February 26, 2019 at 7:00 p.m., in the Council Chambers of the Plainview City Hall at 901 Broadway. Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose- District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5, and Evan Weiss -District 6. Councilmembers Norma Juarez -District 3 and Oliver Aldape- District 7 were absent. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Tim C rosswh ite-Di rector of Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Chief of Police, Isauro Gutierrez -Director of Information Technology, Jeff Johnston -Community Development Manager, Paul Kite -Assistant Director of Utilities, and Belinda Hinojosa-City Secretary. Consent Calendar a) Excused Absences — Councilmembers Norma Juarez and Oliver Aldape; b) Minutes of February 7 2019 and February 12, 2019 c) Financial Reports — January 2019 Motion: Approve Consent Calendar Motion by Councilmember Williams, seconded by Mayor Pro Tem Blackerby Vote: 6 — 0. Motion carried. 4. Presentation of the Police Department Racial Profiling Report 2018 Presenter: Ken Coughlin, Police Chief Presented the 2018 Racial Profiling Report Motion: Accept Police Department Racial Profiling Report 2018 Motion by Mayor Pro Tem Blackerby, seconded by Councilmember Weiss Vote: 6-0. An Ordinance of the City of Plainview Texas Amending Article 3.09 Entitled "Minimum Housing/Dangerous Building Code" Regarding Substandard Structures — Buildings Declaring Substandard Buildings and Structures as a Public Nuisance; Adopting Chapter 214 of the Texas Local Government Code; Amending the Composition and Duties of the Board of Minimum Housing Standards; Providing for Notice to Property Owners Occupants Mortgagees and Lienholders of Substandard Buildings and Structures; Providing for a Public Hearing on the Substandard Building or Structure; Providing for the Abatement of Nuisances; Providing an Appeal Process; Providing for the Recovery of Costs; Providing a Penalty Clause; Providing for Judicial Review; Repealing all Conflicting Ordinances; Providing a Severability Clause; Providing for Publication of the Caption Thereof; and Providing for an Effective Date (Ordinance No. 19-3687 — First Reading Presenter: Matthew Wade, City Attorney This establishes the Council as the board of minimum housing standards. Motion: Approve Ordinance No. 19-3687 on first reading Motion by Councilmember King, seconded by Councilmember VanHoose Vote: 6-0. Motion carried. 6. Consider and take necessary action on the Renewal Agreement between Retail Strategies and the City of Plainview for Retail Consulting Services Presenter: Jeffrey Snyder, City Manager This would authorize the renewal of the agreement with Retail Strategies for an additional year in the amount of $30,000. Motion: Renew Agreement between Retail Strategies and the City of Plainview for Retail Consulting Services Motion by Councilmember Weiss, seconded by Mayor Pro Tem Blackerby Vote: 6-0. Motion carried. 7. Consider Award of bid and Authorize Purchase of a Side Load Refuse Truck for the Solid Waste Department Presenter: Tim Crosswhite, Director of Public Works Staff recommends awarding bid to the low bidder, Lubbock Truck Sales in the amount of $180,932.00 Motion: Award bid to Lubbock Truck Sales for $180,932.00 for side load refuse truck Motion by Councilmember King, seconded by Councilmember Weiss Vote: 6-0. Consider and take necessary action regarding Change Order No. 1 — 2019 Street Seal Coat Contract Presenter: Tim Crosswhite, Director of Public Works Staff recommends Change Order No. 1 which would include an additional 17,800 SY of seal coating at a cost of $42,061. Motion: Approve Change Order No. 1 2019 Seal Coat Contract and award to G&G the additional $42,061.40 Motion by Councilmember King, seconded by Mayor Pro Tem Blackerby Vote: 6-0. Motion carried. 9.
