Council Chambers of the Plainview City Hall at 901 Broadway.
Mayor Wendell Dunlap presided. Councilmembers present were: Larry Williams -District
2, Norma Juarez -District 3, Teressa King -District 4, Evan Weiss -District 6 and Oliver
Aldape-District 7. Councilmembers Nelda VanHoose-District 1 and Susan Blackerby-
District 5 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Sarianne Beversdorf -Director of Finance, Tim Crosswhite-Di rector of Public Works, Ken
Coughlin -Chief of Police, Isauro Gutierrez -Director of Information Technology, Jeff
Johnston -Community Development Manager, Paul Kite -Assistant Director of Utilities,
Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary.

Board of Minimum Housing Standards; Providing for Notice to Property Owners

Providing for a Public Hearing on the Substandard Building or Structure-, Providing for the
Abatement of Nuisances; Providing an Appeal Process; Providing for the Recovery of

5. An Ordinance Continuing Confirming Modifying and Amending the City of
Plainview Texas Code of Ordinances Article 8.05,"Juvenile Curfew"; Providing for
Enforcement; Providing for Review of the Ordinance by the City Council, Providing a
Penalty Not to Exceed $500.00; Providing an Effective Date; Providing a Savings Clause,
Providing a Repealer and Providing for Publication (Ordinance No. 19-3688 — First
Reading)
Presenter: Ken Coughlin, Chief of Police
This continues the juvenile curfew for an additional three years.

6. An Ordinance Amending the City of Plainview Texas Code of Ordinances Article
1 13 "Parks And Recreation" Division 3 "Rules and Regulations" by Amending Section
1.13.064, "Restricted Activities" by Amending Subsection (6) Restricting the Use of
Remote Controlled Aircraft In Parks and by Adding Subsection (10) Prohibiting Remote
Controlled Boats In Travis Trussell Park; Providing for a Penalty not to Exceed $500.00
for Each Offense,• Providing an Effective Date: Providing a Savings Clause; Providing a
Repealer and Providing for Publication (Ordinance No. 19-3689 — First Reading)

This would restrict the use of remote controlled boats at Travis Trussell Park and expand
definition of flying aircraft.
Motion: Adopt Ordinance No. 19-3689 on first reading.
Motion by Councilmember Weiss, seconded by Councilmember Juarez

7. A Resolution of the City Council of the City of Plainview Texas, Authorizing
American Medical Response to act as a Private Transfer Service for Emergency Medical
Services in the City of Plainview Texas After a Public Hearing Showing Clear and
Convincing Evidence of the Community's Need for Additional Services; Granting
American Medical Response Permit to Operate Their Services Within the City; and

Authorizing the City Secretary to Sign Such Private Transfer Ambulance Service Permit. 293

Staff recommends granting American Medical Response permit to operate their services
within the city

8. Consider Award of Bid and Authorize Purchase of Two 2019 Police Pursuit
SUV's for Police Department
Presenter: Tim Crosswhite, Director of Public Works
Staff recommends awarding bid to low bidder, Caldwell Country Chevrolet in the amount
of $33,442 each
Motion: Move to award to Caldwell Country for purchase of two 2019 Police Pursuit
SUV's in the amount of $33,442 each
Motion by Councilmember Williams, seconded by Councilmember Juarez
Vote: 6-0. Motion carried.
