CITY COUNCIL MEETING
City of Plainview
May 11, 1999
The Plainview City Council held a meeting at 7:30 P.M., Tuesday, May 11, 1998, in the Council
Chambers of the Plainview City Hall at 901 Broadway, Plainview, Texas. Mayor Lloyd Woods
presided at the meeting. Present were Council members Sam Parker - Precinct 1, Mary Jane Shanes
- Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, Ross Owen - Precinct 5, Bobby
R. McGehee - Precinct 6. Irene Favila - Precinct 7 was absent.
Staff'members present were: Jim Jeffers - City Manager, Gary Glass - Chief of Fire Department, John
Berry - Assistant Director of Public Works, Dale Simpson - Civil Service Director, Wally Hatch -
City Attorney, John Castro - Director of Community Development, Greg Zielinski - Code
Enforcement, Christina Bonnet - Deputy City Secretary.
News media present: Richard Orr - Plainview Daily Herald.
OPEN MEETING:
Invocation - The Honorable Sam Parker
Pledge of Allegiance - City Manager Jim Jeffers
Recognitions. The mayor read a proclamation designating the week of May 16, 1999 as
National Public Work Week.
Consent Calendar - Council member Bobby McGehee moved to adopt the Consent Calendar
as presented. Council member Rey Rosas seconded the motion.

Excused Absence was given to Councilmember Favila for this meeting.

Consider award of bids:
1. Mosquito sprayer. Bids were received fi.om Public Health Equipment in the
amount of $8,950; Electra Mist in the amount of $8,500; and Adapco Inc.
submitted "no bid." The bid was awarded to Electra Mist in the amount of
$8,500.
Hydraulic jackhammer. Bids were received from: Scott Tractor in the
amount off $8,995; Prime Equipment in the amount of $7,535; and
Yellowhouse Machinery in the amount of $10,878. The bid was awarded to

Prime Equipment in the amount of $7,535.
Consider entering an agreement with the Plainview Independent School District and
the Plainview Optimist Club for the maintenance of the Broadway Park Baseball
Complex. The agreement was approved.
Consider appointment to the Board of Electrical Examiners. James West was
appointed to the Board of Electrical Examiners.
REGULAR AGENDA ITEMS
4. Recognition of outgoing Mayor Pro Tern Rey Rosas.
The Mayor thanked and gave his appreciation to Council member Rey Rosas for the job he
did as Mayor Pro Tem.
5. Oath of Office for incoming Mayor Pro Tem Ross Owen.
Council member Ross Owen was given and signed the oath as Mayor Pro Tem.
Consider the construction of a City park in the Westgate Subdivision near the intersection
of Pecos Drive and Garland Street.
Several years ago there was a request for a park to be built in this addition. The City
appropriated $25,000 for the project but residents abandoned it. Several months ago a park
for Westgate was again requested. Subject to the approval of Plainview Independent School
District their request may be granted. The proposed piece of land, owned by PISD, is larger
than the original proposed park. If the park is built the money will be appropriated out of
next year's budget and construction would begin this winter. Christi Durham and James Ports
spoke in favor of this request. Andrea Ingrain spoke against this request for fear it would
jeopardize the security and safety of the area. Council member Ross Owen made motion to
allocate money out of next years budget. Council member Mike Hutcherson seconded the
motion. Mayor Woods and Councilmembers Parker, Shanes, Rosas, Hutcberson, Owen, and
McGehee voted for said motion. None voted against.
Ordinance No. 99-3216. Plumbing Code Amendment. An Ordinance of the City of
Plainview, Texas, amending Chapter 20 of the Plainview Code of Ordinances to adopt the
most recent edition of the Uniform Plumbing Code copyrighted in 1997: Severability clause;
Cumulativeness clause; Conflicts clause; And effective date. First reading.
Greg Zielinski, Code Enforcement Officer, reported the city tries to stay as up to date as
possible regarding building codes. The basic changes are in after-hour inspection fees, how

they enforce and charge for water heater inspections, how they do customer service
inspections mandated by TNRCC. Councilmember Ross Owen made a motion to adopt the
ordinance. Councilmember Mary Jane Shanes seconded the motion. Councilmembers Parker,
Shanes, Rosas, Hutcherson, Owen, and McGehee, and Mayor Woods voted "yes" on the
motion. None voted against.
8. Consider adoption of Tax Abatement policy.
City Manager Jim Jeff.ers said the proposed new policy is more in compliance with State law
than the current tax abatement policy. The taxes abated would only pertain to the ones
collected by the City and not other taxing entities unless they choose to participate.
Councilmember Bobby McGehee motioned to adopt the new policy. Mayor Lloyd Woods
seconded the motion. Councilmembers Parker, Shanes, Rosas, Hutcherson, Ross and
McGehee, along with Mayor Woods voted "yes" on the motion. None voted against.
9. Report from Police Department/Civil Preparedness.
Chief of Police Will Mull said 1998 was a good year for the police department. Crime has
decreased not only city wide but the state and national averages have also declined. The
biggest factor for the decline is citizen groups (i.e. Blue Eyes, Plainview Hale County
Crimestoppers). In 1997 they received a new computer so the new recording system is off.
a little bit. Their response time has dropped to 2.8 minutes. Chief Mull also told the Council
that the police department does set goals but that is mainly done to hold down man houmto
save money and induce safety. Councilmember Mary Jane Shanes complimented the
department on all of her dealings with them. Captain Miller spoke about the Emergency
Management plan. They have a plan for natural or man made disasters, there is a contingency
plan, water and sewer contingency plan, the latest technology is available to them for weather,
and they try to make announcements as short and brief as possible to keep citizens aware and
safe. In 1998 they only had five call outs, this year they have had that many already. Council
member Sam Parker stated his appreciation that the emergency announcements were made
in both English and Spanish; and that they did have such a good response time.
9a. For Kids Sake
In 1975 a children's trust fund was established to prevent child abuse. Their program is for
prevention not intervention. They provide parenting classes for the family. While parents are
learning, the kids - including teenagers - are divided into age groups and have a class of their
own. In 1997 grant money became available; they are now in their second year and in the
process of becoming independent. For Kids Sake is a divorce related class to assist parents
and kids going through a divorce. Parents Place Inc. is a non-profit organization and they
plan on raising money through contracts and etc. They are still in need of $44,000 to stay
alive and would like for the City to give them start up money for the next three years and
take ownership. After these three years Susan Wilson feels they will be self-sufficient.
Councilmember Rey Rosas feels the program is needed here in Plainview and made a motion

to give $5,000 from the general fund and continue the gesture next year. Councilmember
Sam Parker seconded the motion. Councilmember Ross Owen feels there is a measure of
support but we need to look at it in a work session or budget session so we can look into the
funds in more detail. The Mayor wants the City Manager to become more informed about
this project because we were just learned of it Thursday. Councilmember Bobby McGehee
moved that we table this discussion until a work session. Councilmember Ross Owen
seconded the motion. Councilmember Rey Rosas opposed the motion. CoUncilmembers Sam
Parker, Mary Jane Shanes, Mike Hutcherson, Koss Owen, Bobby McGehee, and Mayor
Lloyd Woods voted in favor of said motion.
Open Forum. Hear citizens requests and comments per Open Forum policy. No one spoke
on the Open Forum.
City Council commercial for charity - Ross Owen.
Council member Ross Owen read his commercial for the American Cancer Society Relay for
Life that is going to be held May 14-15 at the Bulldog Stadium. The relay teams raise funds
for the Cancer Society and they will walk in memory of cancer victims and survivors. The
funds raised in Hale County will benefit local programs (i.e. education, patient services, and
cancer research).
Adjournment. The motion to adjourn was made by Councilmember Ross Owen and
seconded by Councilmember Rey Rosas. Mayor Woods and the six Councilmembers present
voted ~yes" on the motion, none voted against.
