PLAINVIEW CITY COUNCIL MEETING
October 21' 1999
The Plainview City Council met at 11:30 a.m. on Thursday, October 21, 1999, at the Plainview
Convention Center. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-
Precinct 1, Mary Jane Shanes-Precinct 2, Ross Owen-Precinct 5, Bobby R. McGehee-Precinct 6 and
Irene Favila-Precinct 7. Councilmembers Rey Rosas-Precinct 3 and Mike Hutcherson-Precinct 4
were absent.
Staff members present were: Jim Jeffers-City Manager, Sharon Wyatt-Main Street Coordinator, Gary
Glass-Fire Chief, John Castro-Director of Community Services, Del Essary-Solid Waste
Superintendent, Norman Huggins-Director of Finance, Dale Simpson-Civil Service Director, Will
Mull-Police Chief, and Karen McBeth-city secretary.
Guests present were: JeffNoble and Kenneth Coates - Downtown Association.
News media present: Richard Orr-Plainview Daily Herald.
John Castro, Director of Community Services, gave the Invocation. City Manager Jim Jeffers
directed the meeting.
Review October 26, 1999 City Council Agenda. The Council and Staff reviewed the agenda.
There were no City Council reports.
Consider Millennium Square Project (Downtown Beautification). Main Street Coordinator Sharon
Wyatt presented pictures of the portion of Broadway proposed for creating a parking lot
(approximately 32 spaces) to be used by the public. The Post Office boxes will be moved from the
alleyway to the South side of 8th Street between Broadway and Ash Street. Ms. Wyatt said the Texas
Capital Fund grant was not awarded to Plainview. The pavilion, the fountain and the water/sewer
lines to the foundation will not be constructed. The $146,373 project will be funded with $20,000
from the Downtown Association, $84,253 from the City of Plainview, and $42,120 in-kind services
from the City. Councilmember Owen asked if anyone had asked the larger employers in town for
donations toward this project? Jeff Noble said some have been asked, but a formal fund-raising
campaign has not been conducted. Councilmember McGehee asked if hotel/motel funds could be used
for this type project? Mr. Jeffers said maybe, and said he would check into this possibility. Mayor
Woods made the motion to proceed with the project as presented. Councilmember Sam Parker
seconded the motion. Councilmembers Parker, Shanes, McGehee, Favila and Mayor Woods voted
"yes" on the motion. Councilmember Owen voted "no." The motion passed five votes to one.
Review of Ground Water Monitoring System improvements at the Plainview Regional Landfill.
Director of Public Works John Berry told the Council the City received a letter from TNRCC stating
the City is not in compliance with permit requirements regarding the monitoring wells at the landfill.
Three of the wells are dry. The City will be required to redrill these wells. Mr. Berry said he has
proposed the City be allowed to drill new wells alongside the old ones and drill to redbed. This would
cost approximately $7,500 per well. Counciimember McGehee asked what the deadline is for
accomplishing this? Mr. Berry said January 2000, but since we are corresponding with them he hopes
the deadline is flexible. Mayor Woods asked why the monitoring wells are necessary since we have
the leachate collecting liner? Mr. Berry said that Should a rip occur in the lining, ~11 the collected
fluids would seek this "easy out" and the well would monitor if, and when, and in what amount
pollutants reached the water supply. There were no objections to the plan proposed by Mr. Berry.
City Manager Reports: Gary Glass, Fire Chief, told the Council the new fire station is showing quite
a bit of progress and asked them to come by and see the new construction. He displayed pictures of
the new fire station, inside views as well as outside.
Mayor Woods adjourned the meeting at: 12:25 p~m.
