PLAINVIEW CITY COUNCIL MEETING
October 26, 1999
The Plainview City Council met in a regularly scheduled meeting on Tuesday, October 26, 1999,
at 7:30 p.m. in the Council Chambers of City Hall, 901 Broadway, Plainview, Texas. Mayor
Lloyd C. Woods presided. The Council met in pre-session at 7:00 p.m. The notice and agenda
of this meeting was posted in City Hall at 11:00 a.m. on October 20, 1999. Councilmembers
present were: Sam Parker-Precinct 1, Mary Jane Shanes-Precinct 2, Rey Rosas-Precinct 3, Mike
Hutcherson-Precinct 4, and Ross Owen-Precinct 5. Councilmembers that were absent were:
Bobby McGehee-Precinct 6 and Irene Favila-Precinct 7.
Staff members present: Jim Jeffers-City Manager, Dale Simpson-Civil Service Director, William
Mull-Police Chief, John Castro-Community Service Director, John Berry-Director of Public
Works, Wally Hatch-City Attorney and Karen McBeth-City Secretary.
News media present: Richard Orr-Plainview Daily Herald and Wayland Baptist University-
television crew.
Guests present: Bill Hogge, Jim L. Posey, Linda Morris, Tut Tawwater, Bill Cross, Darrell
Turner and Daniel Rascon, representing the Plainview Lions Club.
OPEN MEETING
Invocation - The Honorable Sam Parker.
Pledge of Allegiance - The Honorable Lloyd C. Woods
Recognitions:
Mayor Woods read a Proclamation declaring October 25 through October 30, 1999 as
Plainview Lions Club Week. The Mayor presented the Proclamation to Linda Morris,
president of the Plainview .Lions Club.
Mayor Woods presented City Manager Jim Jeffers with his City of Plainview 15 Year
pin.
Consent Calendar. Councilmember Mary Jane Shanes moved to approve the Consent
Calendar as presented. Councilmember Ross Owen seconded the motion.
Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen and Mayor Woods voted
"yes" on the motion. None voted against.
a) Minutes of October 7 and October 12, 1999 were approved.
b) Departmental reports were accepted.
c) Expenditures were approved.

Excused absences were extended to Councilmembers Rey Rosas and Mike
Hutcherson for the meeting of October 21, 1999 and Councilmembers Bobby
McGehee and Irene Favila for the meeting of October 26, 1999.
Ordinance No. 99-3233. An Ordinance amending the Code of Ordinances of the
City of Plainview, Hale County, Texas, to amend Chapter 12, Food and Food
Handlers; Cumulativeness clause; Conflicts clause; Severability clause; And
effective date° Second Reading. Ordinance was approved.
Adoption of a policy for processing Community Services Grants, The policy
was adopted.
Nominations for Hale County Appraisal' District Board of Directors.
Councilmembers Mary Jane Shanes and Bobby McGehee were nominated.
REGULAR AGENDA ITEMS
Annual Report - Community Development. Director of Community Services John
Castro told the Council the department received two grants last year, one for the East 70
Highway sewer project and the other for owner occupied housing rehabilitation. The
Planning and Zoning Commission heard eleven cases, six re-zoning requests and five
specific use permits were issued. The Board of Adjustment heard 21 cases, most of
which were related to carport/garage setback requests.
Open Forum. Hear citizen's requests and comments per Open Forum Policy. No one
spoke.
Adjournment. Mayor Lloyd Woods made the motion to adjourn and Councitmember
Mike Hutcherson seconded the motion. The Mayor and Councilmembers Parker, Shanes,
Rosas Hutcherson, and Owen voted "yes" on the motion. None voted against. Mayor
Woods adjourned the meeting at 7:39 p.m.
