HomeMy WebLinkAbout99 1123 min8O MINUTES Plainview City Council Meeting November 23, 1999 The Plainview City Council met in a regularly scheduled meeting at 7:30 p.m. on Tuesday, November 23, 1999 in the Council Chambers of City Hall, 901 Broadway, Plainview, Texas. The Council met in pre-session at 7:00 p.m. The agenda of this meeting was posted in City Hall at 11:00 a.m. on November 18, 1999. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-Precinct 1, Rey Rosas-Precinct 3, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6, and Irene Favila-Precinct 7. Councilmembers Mary Jane Shanes-Precinct 2 and Mike Hutcherson-Precinct 4 were absent. Staff members present were: Jim Jeffers-City Manager, John Berry-Director of Public Works, John Castro-Director of Community Services, Wally Hatch-City Attorney, Dale Simpson-Civil Service Director, Rusty Reese-Park Superintendent, William Mull-Police Chief, Gary Glass-Fire Chief, and Karen McBeth-City Secretary. Guests present were: Ericka Jathan-Hale County Health Department, Joe Bragg-Lubbock, TX., Ron Trusler-3501 W. 25th St., Dr, and Mrs. Ilhan Yildiz and daughter Isil-212 Navasota, Darryel and Loretta Pierce-Kress, TX, News media present: Richard Orr-Plainview Daily Herald. OPEN MEETING Invocation - Councilmember Rey Rosas Pledge of Allegiance- Mayor Lloyd C Woods Recognitions: a. Water Treatment Plant. Mr. Joe Bragg, Section Manager of the Texas Natural Resource Conservation Commission in Lubbock, Texas, presented an award to the City of Plainview for the Water Treatment Plant. The plaque stated Plainview exhibited outstanding performance in the operation of a system in a large city for 1999. Darryel Pierce, Superintendent of the Water Treatment Plant, accepted the award on behalf of the City. Literacy Program. Debby Gibson, Literacy Coordinator, recognized the Junior Literacy Council and the Adult Literacy Council. She presented Isil Yildiz, of the Junior Literacy Council, a special award naming Ms. Yildiz as a President's Student Volunteer. The award comes from President Bill Clinton. Mr. Neal White, President of the Literacy Board presented a plaque of appreciation to Ed Bullard, for his work furthering literacy in the community. Tenure Awards. City Manager Jim Jeffers presented Municipal Judge Patricia Hernandez with a pin marking 15 years with the City of Plainview. Police Chief William Mull presented a 5 year pin to Police Officer Derrick McPherson and a 15 year pin to Police Sergeant Mike Allen. Minutes 99 1123 Page 1 of 3 81. Mayor Woods read a proclamation calling the week of November 14 through November 20, 1999 as "NatiOnal Bible Week." Consent Calendar. Councilmember Sam Parker made a motion to approve the Consent Calendar as presented. Councilmember Rey Rosas seconded the motion. Councilmembers Parker, Rosas, Owen, McGehee, Favila and Mayor Woods voted "yes" on the motion. None voted against. a. The minutes of November 4 and November 9, 1999 were approved. b. Departmental reports were accepted. c. Expenditures were approved. d. Excused absences. Councilmembers Mary Jane Shanes and Mike Hutcherson received excused absences for this meeting. REGULAR AGENDA ITEMS Consider award of truck bids. John Berry reviewed the bids the City received for trucks. The following bids were considered: Shamrock Chevrolet of Lubbock bid $112,344; Gardner Chevrolet bid $! 17,690; Jack Morris Ford bid $117,979. The bid was awarded to Shamrock Chevrolet in the amount of $112,344. These bids were for 3-3/4 ton regular cab vehicles, 1-3/4 ton extended cab vehicle, 1-1/2 ton long/wide bed vehicle and 1-1/2 ton regular cab short/wide bed vehicle. Mayor Woods moved to ward the bid to Shamrock Chevrolet and Councilmember Ross Owen seconded the motion which passed unanimously with Councilmembers Parker, Rosas, Owen, McGehee, Favila and Mayor Woods voting "yes" on the motion. Consider renewal of Agreement for Farming Services with Rob Wilson at the Plainview Sanitary Landfill. City Attorney Wally Hatch said the proposed agreement is exactly the same as the previous year, except the term has been changed. This contract is for the calendar year 2000. The land covered by this agreement is the portion of land adjacent to the landfill, but not yet used as a landfill. Councilmember Ross Owen moved to approve and renew the agreement as presented. Councilmember Irene Favila seconded the motion. The motion carried unanimously with Councilmembers Parker, Rosas, Owen, McGehee, Favila and Mayor Woods voting "yes" on the motion. Annual Report from Plainview Hale County Health Department. Director of Community Services John Castro gave a report on the Health Department budget and Ericka Jathan, R.N, Nursing Supervisor, gave a report on the services offered to the citizens of Hale County over the past year. Authorization for City Administration to acquire ownership of the Burlington Northern- Santa Fe Railway Depot. Jim Jeffers explained the depot located at the North end of Broadway Street was constructed in 1906, with the first train arriving in Plainview in December of that year. He said over the years many entities have pursued acquiring the old landmark. At the present time there is a possibility the Railway Company would give the building to the City of Plainview. In the interest of preserving its historical significance this would be advantageous for the City. At the present time City Minutes 99 1123 Page 2 of 3 administration has no pre-conceived plans as to what use the building might be put, but if we do not pursue acquisition it could be lost forever. There are probably numerous edificial problems, like the roof and wiring, but otherwise it appears to be a good, solid building. Mayor Woods moved that City Administration be authorized to pursue the acquisition of the Burlington Northern-Santa Fe Railway Depot. Councilmember Ross Owen seconded this motion. Councilmembers Parker, Rosas, Owen, McGehee, Favila and Mayor Woods voted "yes." None voted against. 8. Open Forum. No one spoke. Adjournment. Councilmember Owen made a motion to adjourn the meeting and Councilmember Favila seconded the motion. The Mayor and the six Councilmembers present voted for the motion with none voting against.
