HomeMy WebLinkAbout99 1209 min33 MINUTES PLAINVIEW CITY COUNCIL MEETING December 9, 1999 The Plainview City Council met on December 9, 1999, at 11:30 a.m. at the Plainview Convention Center. Notice of this meeting was posted at City Hall at 11:00 a.m. on December 6, 1999. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-Precinct 1, Mary Jane Shanes-Precinct 2, Rey Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Ross Owen- Precinct 5, Bobby McGehee-Precinct 6 and Irene Favila-Precinct 7. Staff members present were: Jim Jeffers-City Manager, Wally Hatch-City Attorney, John Berry- Director of Public Works, Dale Simpson-Civil Service Director, John Castro-Director of COmmunity Services, Norman Huggins-Director of Finance, Gary Glass-Fire Chief, and Will Mull-Police Chief. OPEN MEETING City Attorney Wally Hatch provided a report on the filing of the base amount form for calculating municipal telecommunications franchise compensation with the Public Utility Commission of Texas. There were no objections from the Council. The City Manager provided a report on e-commerce and the potential adverse impact on city sales tax. The report was for informational purposes only and the Council took no action. The City Manager presented a proposal for the City to participate in the demolition and engineering on the 500 block of Smyth Street, as part of the Wayland Baptist University beautification Projec 2000. Demolition also involved Utica Street and 7th Street. No objections were expressed by the City Council, therefore the item will be placed on a future agenda for formal consideration Director of Public Works John Berry presented a proposal to call for Requests For Proposals for improvements to the wastewater treatment plant. While the City Council had some concerns with total expenditures, it was the consensus of the Council that the City proceed with requesting RFPs for engineering services. The City Manager advised the City could extend the Thrasher, Inc. concrete contract in and around City Hall to the Millennium Square project. When bids were last taken, the cost per square foot between Thrasher, Inc. and Concrete Constructors is about $2,300. Thrasher, Inc. should be able to complete the concrete work at Millennium Square for $60,385. Councilmember Hutcherson moved that the contract with Thrasher, Inc. be extended and that they complete the work on Millennium Square. The motion was seconded by Councilmember Shanes and carried by unanimous vote. Mayor Woods adjourned the meeting at 1:10 p.m. Passed and approved on December 29, 1999. Karen McBeth, City Secretary
