HomeMy WebLinkAbout99 1223 min4O MINUTES PLAINVIEW CITY COUNCIL MEETING December 23, 1999 The Plainview City Council met at 11:30 a.m. on December 23, 1999 at the Plainview Convention Center, 2902 West 4th Street. Notice and agenda of this meeting were posted in City Hall at 11:00 a.m. on December 23, 1999. Mayor Pro Tem Ross Owen presided. Councilmembers present were: Sam Parker-Precinct 1; Mary, Jane Shanes-Precinct 2, Mike Hutcherson-Precinct 4, and Bobby R. McGehee-Precinct 6. Absent Councilmembers were Rey Rosas-Precinct 3, Irene Favila-Precinct 7 and Mayor Lloyd C. Woods. Staff members present were: James P. Jeffers-City Manager, John Castro-Director of Community Services, Gary Glass-Fire Chief, Wally Hatch-City Attorney, John Berry-Director of Public Works, Sharon Wyatt-Main Street Coordinator, Captain Dan Miller-Police Department, and Karen McBeth-City Secretary. News media present: Richard Orr-Plainview Daily Herald. Guests present: Holly Holder of Parkhill Smith and Cooper, Inc. OPEN MEETING 1. Councilmember McGehee gave the Invocation Review December 28, 1999 City Council Agenda - The Council reviewed the agenda for the upcoming meeting without discussion. 3. There were no City Council reports. Discuss Removal of Term Limit Provision in City Charter - City Manager Jim Jeffers told the group Councilmember Irene Favila has requested the Council consider an election to remove the term limit provision in the City Charter. The Charter currently says a mayor or councilmember cannot serve more than two consecutive full terms. If this should be on the ballot in May of 2000, and that provision is removed, Councilmember Favila still cannot run until after the amendment is approved. The City Attorney has given his opinion that Mayor Woods would be eligible to run again because the current term he is filling is only for two years and four years is considered a full term. The voters must approve any changes in the Charter. The Council may call the election or citizens can petition for an election taking approximately 635 signatures. The May 2000 election is for the mayoral position, and Councilmembers for Precincts 5, 6 and 7. The amendment can be on the same ballot° Should the voters elect to make a change in the Charter, it will have to be submitted to the Justice Department for pre-clearance. 5. Adjournment.
