HomeMy WebLinkAbout01 0925 minThe Plainview City Council met on September 25, 2001, at 7:00 p.m. in the Council
Chambers of Plainview City Hall, 901 Broadway. The Council met in pro-session at
6:30 p.m. The agenda for this meeting was posted at City Hall at 11:30 a.m. on
September 17, 2001. Mayor Lloyd C. Woods presided. Councilmembers present were:
Sam Parker-District 1, Mary Jane Shanes-District 2, Rey Rosas-District 3, Mike
Hutcherson-District 4, Ross Owen-District 5, and Irene Favila-District 7.
Councilmember absent was Buddy McGehee-District 6.
Staff present were: James P. Jeffers-City Manager, John Castro-Director of Community
Development, Gary Glass-Fire Chief, Wally Hatch-City Attorney, William Mull-Chief of
Police, Dale Simpson-Director of Civil Service and Belinda Hinojosa-City Secretary.

Councilmember Favila delivered the invocation.
Councilmember Owen led in the Pledge of Allegiance.
Councilmember Favila moved that the Consent Calendar be approved as presented.
The motion, duly seconded by Councilmember Hutcherson, carried by unanimous vote.
Items approved on the Consent Calendar included: approval of the minutes of
September 11, 2001 and September 20, 2001; receipt of departmental reports; and
approval of expenditures. The Council approved upon second reading Ordinance No.
01-3303, an Ordinance of the City Of Plainview, Texas amending Chapter 14, Library,
of the Plainview Code Of Ordinances severability clause, cumulativeness clause;
conflicts clause; and effective date. The ordinance sets out the library fees. The
Council approved upon second reading Ordinance 01-3302, an ordinance amending
Ordinance No. 00-3267 to transfer funds from the federal shared seizure income fund to
Account f¢41 of the general fund. Said funds to be applied to a matching grant with U.S.
Justice Department for purchase of police equipment. The Council approved upon
second reading Ordinance No. 01-3304, an Ordinance amending Ordinance No. 00-
3267 to appropriate funds in the 2000-2001 budget for the Purchase of EMS
Equipment; Cumulativeness Clause; Severability Clause; Conflicts Clause; and
Effective Date.

Rosa Zuniga of 1006 Winchelt Street advised the Council that it was the
recommendation of a committee comprised of five individuals that the following streets
be renamed as follows: Drake Street to Calle Daly, Hilton Street to El Barrio Road,
Davidson to Calle Hinojosa, Yoakum Street to Calle Lopez, Winchell Street to Calle
Martinez, Gray Street to Calle Sepeda, Nixon Street to Calle Favila, Milwee Street to
Calle Mancias, and Rock Island Street to Calle Soto. She stated that not all residents of
the Barrio were in 100% agreement. The Mayor asked for public comment. Joel
Gonzales of 1010 Rock Island, Norma Arteaga who lives in the Barrio, Yolanda Moreno
of 207 SE 7th, Deborah Rodriguez of 1116 Rock Island, Elodia Hernandez Sepeda all
expressed their opposition to the street name changes. Ignacio Soto of 1405 Cedar,
Marcial Flores, Rita Sepeda, Mary Lou Rodriguez of 4811 71st St., Lubbock, Angela
Corona Villa of 1207 Yonkers, Steve Soto of the corner of Milwee and Frisco, Ezequiel
Sepeda of Shallowater all were in favor of the street name changes. James Wirier of
1310 Quincy inquired as to whether there was any restriction as to streets having both
names. Councilmember RoSas moved that the public comments cease. The motion
failed due to lack of second and there were additional comments. The Mayor closed the
public hearing.~ Mayor Woods moved that Ordinance No. 01-3305, an Ordinance of the
City of Plainview, Texas providing for changing the name of Drake Street to Calle Fr.
Daily, Hilton Street to El Barrio Road, Davidson Street to Calle O. Hinojosa, Yoakum
Street to Calle C. Lopez, Winchell Street to Calle P. Martinez, Gray Street to Calle
Sepeda, Nixon Street to Calle F. Favila, Frisco Street to El Barrio Road, Milwee Street
to Calle J. Mancias, and Rock Island Street to Calle Soto; cumulativeness clause;
conflicts severability clause; and effective date be approved upon second
reading. ..ilmember Rosas seconded the motion. Mayor Woods and
Councilmembers Parker, Rosas, Hutcherson, Owen and Favila voted "for" the motion.
Councilmember,Shanes voted "against" the motion. The motion carried.
Mayor Woods presented for second reading Ordinance No. 01-3300, an Ordinance
adopting and approving the budget for the fiscal year beginning October 1, 2001, And
Terminating September 30, 2002, and making such appropriations for each department,
project and account. There was no public comment. Councilmember Rosas moved
that Ordinance No. 01-3300 be approved upon second reading. Councilmember
Hutcherson seconded the motion. Mayor Woods and Councilmembers Parker, Rosas,
Hutcherson, Owen and Favila voted "for" the motion. Councilmember Shanes voted
"against" the motion. The motion carried.
Mayor Woods presented for second reading Ordinance No. 01-3301, an Ordinance
levying municipal ad valorem taxes for the City Of Plainview, Texas, for the year 2001,
and directing the assessment and collection thereof; severability clause; cumulativeness
clause; conflicts clause; and effective date. There was no public comment.
Councilmember Shanes moved that Ordinance No. 01-3301 be approved upon second
reading. The motion duly seconded by CoUncilmember Parker carried by unanimous
vote.
