Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Oliver Aldape-District 7. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Tim C rosswhite-Di rector of Public Works, Ken Coughlin -Chief of Police, Harrison Hart - Fire Captain, Isauro Gutierrez -Director of Information Technology, Jeff Johnston Community Development Manager, Paul Kite -Assistant Director of Utilities, Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary. Invocation and Pledge of Allegiance Mayor Wendell Dunlap 2 Recognitions None 3. Consent Calendar a) Excused Absences; b) Minutes of March 21, 2019 and March 26, 2019; c) Authorize the sale of trust property R10190 located at 1414 Portland, Plainview, Texas to Manuel and Alice Rodriguez in the amount of $500 and authorize Mayor to sign the Tax Deed Motion: Approve Consent Calendar Motion by Mayor Pro Tem Blackerby, seconded by Councilmember Juarez Vote: 8 — 0. Motion carried. 4. Public Hearing on amending the City's Code of Ordinances, Chapter 14, Article 14.02 Zoning Ordinance by amending and adopting comprehensive zoning regulations establishing and defining zoning districts and adopting a zoning map applicable throughout the municipal limits of the City of Plainview Presenter: Jeffrey Snyder, City Manager Reviewed the Zoning Ordinance. i Mayor opened public hearing. Texas: Adopting a Comprehensive Land Use Plan and Zoning Ordinance Including a Zoning Map for the City of Plainview; Establishing Zoning Regulations and Zoning Districts Throughout the Municipal Limits of the City of Plainview; Providing an Administrative Review and Permit Approval Process, Providing for Special Exceptions and Procedures for Variances; Establishing Administrative Bodies Including a Planning and Zoning Commission and Zoning Board of Adjustment; Providing a Non -Judicial and Judicial Appeal Process; Providing for Continuation of Prior Ordinance for Pending Proceedings; Repealing the Current Zoning Ordinance and Map; Reclassifying Article 14.03 "Airports" as Article 1.14; Providing for a Penalty of up to $2,000.00 for Violations Providing an Effective Date; Providing a Savings Clause; and Providing for Publication. An Ordinance of the City of Plainview, Texas, Amending Article 13.05 Entitled 'Water Conservation/Drought Contingency Plan" Regarding the City of Plainview's Water Use Management Plan; Outlining the City's Water Conservation Plan Including Water Consumption Goals and Targets; Outlining the City's Drought Contingency and Emergency Plan Including Defining Drought Classifications; Providing a Penalty Clause; Repealing all Conflicting Ordinances; Providing a Severability Clause; Providing for Publication of the Caption Thereof; and Providing for an Effective Date. (Ordinance No. 19-3691 — First Reading) Presenter: Paul Kite, Assistant Director of Utilities Ordinance adopting Water Conservation/Drought Contingency Plan. Motion: Move to approve Ordinance No. 19-3691 on first reading Motion by Councilmember Juarez, seconded by Councilmember VanHoose Vote: 8-0. Motion carried. 7.
