HomeMy WebLinkAboutCouncil Minutes 03-26-2019296 The City Council of the City of Plainview met on March 26, 2019 at 7:00 p.m., in the Council Chambers of the Plainview City Hall at 901 Broadway. Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose- District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Oliver Aldape-District 7. Councilmember Norma Juarez - District 3 was absent. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Sarianne Beversdorf-Director of Finance, Tim Crosswh ite-Di rector of Public Works, Ken Coughlin -Chief of Police, Tim Gibson -Fire Chief, Isauro Gutierrez -Director of Information Technology, Rachael Foster -Director of Human Resources, Jeff Johnston -Community Development Manager and Belinda Hinojosa-City Secretary. News Media Present: Deborah Zacher-Plainview Herald Guests Present: Mike Fox and Jeromy Stephens A. Review Agenda items for regular meeting The Council and staff reviewed the agenda items 1. Invocation and Pledge of Allegiance Councilmember Oliver Aldape 2. Recognitions None 3. Consent Calendar a) Excused Absences — Councilmember Norma Juarez; b) Minutes of March 7, 2019 and March 12, 2019; c) Financial Reports Motion: Approve Consent Calendar Motion by Mayor Pro Tem Blackerby, seconded by Councilmember Aldape Vote: 7 — 0. Motion carried. 4. Presentation of Comprehensive Annual Financial Report Presenter: Jeromy Stephens, CPA — Eide Bailly LLP The City received an unmodified opinion on the financial statements. Motion: Approve presentation of Comprehensive Annual Financial Report Motion by Councilmember King, seconded by Councilmember Weiss City Council Minutes March 26, 2019 Page 1 of 3 Vote: 7-0. Motion carried. 5. An Ordinance Continuing, Confirming, Modifying and Amending the City of Plainview Texas Code of Ordinances Article 8.05, "Juvenile Curfew"; Providing for Enforcement; Providing for Review of the Ordinance by the City Council; Providing a Penalty Not to Exceed $500.00; Providing an Effective Date: Providing a Savings Clause; Providing a Repealer and Providing for Publication. (Ordinance No. 19-3688 — Second Reading) Motion: Move to approve Ordinance No. 19-3688 on second reading Motion by Mayor Pro Tem Blackerby, seconded by Councilmember Van Hoose Vote: 7-0. Motion carried. 6. An Ordinance Amendinq the Citv of Plainview, Texas Code of Ordinances Article 1.13 "Parks And Recreation" Division 3, "Rules and Regulations", by Amending Section 1.13.064 "Restricted Activities" by Amending Subsection (6) Restricting the Use of Remote Controlled Aircraft In Parks and by Adding Subsection (10) Prohibiting Remote Controlled Boats In Travis Trussell Park; Providing for a Penalty not to Exceed $500.00 for Each Offense; Providing an Effective Date; Providing a Savings Clause; Providing a Repealer and Providinq for Publication. (Ordinance No. 19-3689 — Second Reading) Motion: Move to adopt Ordinance No. 19-3689 on second reading. Motion by Councilmember Williams, seconded by Councilmember Weiss Amended motion: Move to amend the proposed ordinance by replacing Section 2 of the proposed ordinance with the following: SECTION 2. The Code of Ordinances, City of Plainview, Texas, Article 1.13, "Parks and Recreation, Division 3, "Rules and Regulations", is hereby amended by adding subsection (10) to read as follows: (10) Float launch dock or operate any unmanned boat including a model boat sailboat raft canoe or sailboard at that portion of Travis Trussell Park south of West 10th Street and west of Ennis Street known as Travis Trussell Pond." Motion by: Councilmember King, seconded by Mayor Pro Tem Blackerby Vote: 7 for Vote on original motion as amended: 7 for 7. Consider and take necessary action regarding Agreement to Extend Prior Ground Lease Agreement between the City of Plainview Texas and Hale County, Texas and Med-Trans Corporation dba Aerocare and authorize Mayor to sign Presenter: Jeffrey Snyder, City Manager City Council Minutes March 26, 2019 Page 2 of 3 297 W• • This agreement authorizes Med-Trans to continue their ground lease agreement for a temporary facility for an additional year. Motion: Move to extend prior ground lease agreement betweent the City of Plainview, Texas and Hale County, Texas and Med-Trans Corporation, dba Aerocare and authorize Mayor to sign Motion by Councilmember Weiss, seconded by Councilmember VanHoose Vote: 7-0.
