HomeMy WebLinkAbout01 0607 min216 The Plainview City Council met on June ?, 2001, at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on June 4, 2001. Mayor Lloyd C. Woods presided. Councilmembers present were: Rey Rosas-District 3; Buddy McGehee-District 6; and Irene Favila-District 7. Councilmembers absent were:Sam Parker-District 1; Mary Jane Shanes-District 2; Mike Hutcherson-District 4; and Ross Owen-District 5. Staff members present were: James P. Jeffers-City Manager; John Berry-Director of Public Works; Matthew Tsakanikas-Main Street Coordinator; William Mull-Chief of Police' Wally Hatch-City Attorney; Norman Huggins-Director of Finance; Dale Simpson-Director of Civil Service; Sean Lanier-Assistant Director of Public Works/City Engineer; Rusty Reese-Park Superintendent; Greg Zielinksi-Code Enforcement Officer; Dale Harris-Fire Captain and Belinda Hinojosa-City Secretary. Guests present were: James Winer and Lori Marroquin Belinda Hinojosa, City Secretary delivered the invocation. Councilmembers Ross Owen-District 5, Mary Shanes-District 2, Sam Parker-District 1, and Mike Hutcherson-District 4 were granted excused absences for this meeting. Belinda Hinojosa introduced Lori Marroquin. Lori is an intern working in the City Secretary's Office for the summer. She will be working on inventorying the vault. The Council and Staff then reviewed the agenda for the City Council meeting of June 12, 2001. Mr. Jeffers stated that $25,000.00 had been budgeted for park improvements. The Parks Advisory Commission has presented a request for $9,800 for a trail at Givens Park. It would consist of 1400 feet of a new 6-foot walk and 900 feet of an existing 5-foot walk for a total of 2,300 feet. The Commission also presented a request for $4,000 for Travis Trussell Duck Pond for benches on north side, metal cover on picnic area on north side and fence slats around fowl food storage. The balance will be held in reserve for playground equipment. Mr. Jeffers stated the State (TDCJ) was spending one half million dollars on dorms and classrooms for a year round training facility. The facility would have 120 individuals in training at one time. It would be for new recruits and continuing education. In order to get this facility in Plainview, the City committed to the use of the City's firing range. The firing range would need to have a classroom, restrooms, storage for weapons and ammunition. It would consist of 35 firing lanes, although TDCJ had requested 50 previously. TDCJ would be responsible for maintenance. TDCJ stated the cost for such would be about $50,000.00. The City has received estimates ranging anywhere from $80,000 to $300,000. Realistically, the expense should be over $100,000. Mr. Jeffers stated that this is a good deal economically and that the City planned to ask the County for contribution of one-half of the costs. He felt this would be going to the County Commissioners for approval soon. Mr. James Winer asked if the facility would be available to the public, but because of liability such would probably not be possible. Mr. Jeffers stated the facility would be heavily used and availability would be minimal. Mr. Hatch stated the contract negotiations were still in the works. The question of venue was City of Plainview City Council Minutes June 7, 2001 Page 1 of 2 still being negotiated, with TDCJ requesting any litigation to be handled in Travis County, while the City would prefer litigation be handled in Hale County. Mr. Jeffers discussed the Resolution of the City Council of the City of Plainview, Texas, establishing incentives in the reinvestment zone, making them available to qualified commercial and residential projects, pursuant to Property Redevelopment and Tax Abatement Act (Chapter 312 of the Texas Tax Code). Since there was not a quorum present, no action was taken on this item.
