A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW
TEXAS SUPPORTING AND AUTHORIZING THE FILING OF A GRANT
APPLICATION FOR FUNDS WITH THE BETTER UTILIZING INVESTMENTS
TO LEVERAGE DEVELOPMENT (BUILD) DISCRETIONARY GRANTS
PROGRAM FOR THE 24th STREET RECONSTRUCTION PROJECT;
DESIGNATING AN AUTHORIZED OFFICIAL AND AUTHORIZING SUCH
OFFICIAL TO EXECUTE ALL DOCUMENTS NECESSARY; AND PLEDGING
COMPLIANCE TO THE AWARDED GRANTS PROGRAM.
WHEREAS, up to $900 million was made available for obligation through September
30, 2021 for the United States Department of Transportation's Office of the Secretary of
Transportation to make grants on a competitive basis for capital investments in surface
transportation infrastructure projects that will have a significant impact on the Nation, a
metropolitan area, or a region; and
WHEREAS, the Better Utilizing Investments to Leverage Development (BUILD)
Discretionary Grants program was made available under the July 15, 2019 Federal Register;
and
WHEREAS, projects eligible for funding under this program include highway or bridge
and public transportation projects; and
WHEREAS, transportation agencies, cities, and counties can submit projects directly to
the Department of Transportation; and
WHEREAS, the 24th Street Reconstruction Project is eligible for funding under the
BUILD program and is included in the City of Plainview Comprehensive Plan and Capital
Improvement Program; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest of the citizens of Plainview that the City apply for BUILD Funds to be used for a
capital investment in surface transportation infrastructure for the 24th Street reconstruction
project; and
WHEREAS, the City Council agrees that if funded and in the event of loss or
misuse of the BUILD Funds, the City Council assures that the Funds will be returned to the
Department of Transportation infull; and
WHEREAS, the City Council designates City Manager Jeffrey Snyder as the grantee's
authorized official. The authorized official is given the power to apply for, reject, alter or
terminate the grant on behalf of the City, applicant agency.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS, THAT:
I.
The City Council of the City of Plainview, Texas hereby supports and authorizes the
City's submittal of an application to the Office of the Secretary of Transportation for funds
under the Better Utilizing Investments to Leverage Development (BUILD) Discretionary
Grants program for the 24th Street Reconstruction Project.
This Resolution's public purpose is to submit a grant application to the Office of the
Secretary of Transportation for the Department of Transportation for the City's 24th Street
reconstruction project.
The City Council hereby designates City Manager Jeffrey Snyder as the grantee's
authorized official to act in behalf of the City. Jeffrey Snyder is authorized to execute on behalf
of the City of Plainview all necessary documents to apply for, accept, reject, alter or terminate I I
the grant on behalf of the City, applicant agency, for the capital investment in 24th Street in !�!
the City of Plainview, Texas.
