HomeMy WebLinkAbout98 1208 min MINUTES CITY COUNCIL MEETING City of Plainview December 8, 1998 The Plainview City Council held a meeting at 7:30 p.m. Tuesday, December 8, 1998 in the Council Chambers of Plainview City Hall at 901 Broadway. The Council met in Pre-Session at 7:00 p.m. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-Precinct 1, Mary Jane Shanes-Precinct 2, Rey Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Ross Owen-Precinct 5, and Bobby R. McGehee-Precinct 6. Councilmember Irene Favila was not present, but was excused. Staff members present were: Jim Jeffers-City Manager, John Castro-Director of Commtmity Services, John Berry-Asst. Director of Public Works, Gary Glass-Fire Chief, Dale Simpson-Civil Service Director, Will Mull-Police Chief, and Karen McBeth-city secretary. News media present: Richard Orr-Plainview Daily Herald. OPEN MEETING Invocation - The Honorable Lloyd C. Woods Pledge of Allegiance 2. Recognitions - There were none. Consent Calendar - Councilmember Owen moved to approve the Consent Calendar and Councilmember Rosas seconded the motion. Mayor Woods and Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen and McGehee voted in favor of the motion. None voted against. a) b) c) d) Minutes of November 19, 1998 and November 24, 1998 were approved. Departmental Reports were accepted. Expenditures were approved. Excused Absences e) Consider Agreement for Farming Services with Robert Wilson on the City of Plainview Solid Waste Landfill. Agreement was approved. f) Consider declaring the property at 14"' & Vernon, owned by the City of Plainview, as Surplus Property. Property was declared as surplus. REGULAR AGENDA ITEMS Ordinance No. 98-3199. An Ordinance amending the zoning map of the City of Plainview, Texas to rezone property located at 3401 SW 3'~ Street (Fire Station) from an MF-2, Multi- family district to a C-3, Commercial General Business District; Cumulativeness clause; C:\MyFiles\MINUTES\98 1208 min.wpd Page 1 of 3 Conflict clause; Severability clause; And effective date. Second Reading. There was no discussion of Ordinance 98-3199. Mayor Woods moved to approve the proposed ordinance and Councilmember Owen seconded the motion. Mayor Woods and Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen and McGehee voted in favor of the motion. None voted against. Consider renewal of the Fire Service Agreement between the City of Plainview and Hale County. Mayor Woods recommended the proposed Fire Service Agreement be signed by the City and delivered to Judge Hollars for the County's consideration. Councilmember McGehee moved to follow the Mayor's recommendation. Councilmember Rosas seconded the motion. Mayor Woods and Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen and McGehee voted in favor of the motion. None voted against. Resolution No. R98-115. A Resolution of the City Council of the City of Plainview, Texas, authorizing and supporting grant application to the Texas Department of Housing and Community Affairs for HOME Funds. John Castro, Director of Community Services, explained this resolution is one of the requirements to be included with a grant application to the Texas Department of Housing and Community Affairs. The resolution says it supports staff efforts and agrees to waive building fees for the houses that qualify for rehabilitation. Councilmember Rosas moved to adopt Resolution No. R98-115. Councilmember Hutcherson seconded the motion. Mayor Woods and Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen, and McGehee voted "yes." No one voted against. 7. Health Department. Annual report. Kathy Curry, Nurse Supervisor for the Plainview/Hale County, gave a comprehensive report on the activities at the department over the past year. At present there are seven employees at the health department; 3 LVNs, 2 clerks and an Environmental Health Inspector. The services offered by the department include child and adult immunizations, TB screening and health cards, TB clinic, pregnancy testing, counseling and testing for sexually transmitted diseases and HIV, pre-employment drug screening for the City, jail clinic, blood glucose monitoring and diabetic education and blood pressure monitoring. The department works closely with the American Heart Association, American Cancer Social and the American Red Cross. They survey local restaurants to determine which offer heart-smart recipes and non smoking facilities and survey local school vending machines to determine the ratio of healthy to non-healthy snack foods. The health department also provides environmental health issues. They inspect restaurants (all food establishments), teach food safety classes for Serve Safe certification, provide in-services on basic food sanitation, investigation complaints of an environmental nature, follow up on TB testing for food handlers, and does water sampling as needed. They also provide lead testing kits as needed and provide literature to the public on safe food C:\MyFiles\MINUTES\98 1208 min.wpd Page 2 of 3 handling practices. Ms. Curry told the Council the department also work in Out Reach programs such as health fairs, clinics for immunizations and HIV and STD counseling and testing. They work at the Allen Treatment Center and Institute for Adolescent Addictions. They also do education programs and health fairs in the public schools. She ended the report with the fact the health department has served 7,387 clients this past year. Open Forum. Hear citizens requests and comments per Open Forum Policy. No one spoke during this portion of the meeting. Closed Session. Deliberate the appointment, employment, evaluation, reassignment or duties, removal, discipline or dismissal of a public officer or employee, board, commission, or committee member, or to hear complaints or charges. (Planning & Zoning, Board of Adjustment, Human Relations Commission, Minimum Housing, Board of Appeals, Plumbing Board, Electrical Board, Health Department, Airport Board, Parks Advisory Commission). A Closed Session was not held. 10. Consider Appointments to the various Boards, Committees and Commissions of the City of Plainview. Councilmember Ross Owen moved to re-appoint Mr. Gayle Thompson to the Airport Board. His motion was seconded by Councilmember Rey Rosas. Mayor Woods, Councilmembers Parker, Shane, Rosas, Owen, and McGehee voted in favor of the motion. Councilmember Mike Hutcherson abstained fi.om voting. 11. Adjournment. Councilmember Ross Owen moved to adjourn the meeting and Councilmember Hutcherson seconded the motion. The Mayor and all Councilmembers present voted "yes." None voted against.
