HomeMy WebLinkAbout01 0612 min2t8 The Plainview City Council met on June 12, 2001, at 7:00 p.m. in the Council Chambers of Plainview City Hall, 901 Broadway. The Council met in pre-session at 6:30 p.m. The agenda for this meeting was posted at City Hall at 11:00 a.m. on June 6, 2001 and the agenda addendum was posted at City Hall at 3:00 p.m. on June 7, 2001. Mayor Buddy McGehee presided. Councilmembers present were: Sam Parker-District 1; Mary Jane Shanes-District 2; Rey Rosas-District 3; Mike Hutcherson-District 4; Ross Owen-District 5; and Irene Favila-District 7. Mayor Lloyd Woods was absent. Staff members present were: James P. Jeffers-City Manager; John Castro-Director of Community Development; Rick Cox, Superintendent-Street and Traffic Safety; Gary Glass-Fire Chief; Wally Hatch-City Attorney; Norman Huggins-Director of Finance; Sean Lanier-Assistant Director of Public Works/City Engineer; William Mull-Chief of Police; Dale Simpson-Director of Civil Service; Matthew Tsakanikas-Main Street Coordinator; and Belinda Hinojosa-City Secretary. News media representatives present were: Richard Orr-Plainview Daily Herald. Guests present were: Roy Tullis, Judy Tullis, Neal Burnett, Benny Cantwell, Linda Jaynes, and Alton Jackson. Councilmember Favila delivered the invocation. Councilmember Owen led in the Pledge of Allegiance. Councilmember Favila moved that the Consent Calendar be approved as presented. The motion, duly seconded by Councilmember Shanes, carried by unanimous vote with Councilmember Hutcherson abstaining on item (f) Ordinance No. 01-3289 to appropriate funds ($7,500) in the airport fund. Items approved on the Consent Calendar included: approval of the Minutes of May 22, 2001 and June 7, 2001; receipt of departmental reports; approval of expenditures; and granting of an excused absence for this meeting to Mayor Woods. The Council approved upon second reading Ordinance No. 01-03288 of the City of Plainview amending Ordinance No. 00-3267 to appropriate funds ($7,500) in the airport fund in the 2000-2001 Budget for runway improvements; cumulativeness clause; severability clause; conflicts clause; and effective date. The airport would receive funding of $150,000 for runway signage and lighting if the City and County would both match $7,500 and to assist in cost overruns on the runway overlay project. The Council approved upon second reading Ordinance No. 01-3289 of the City of Plainview amending Ordinance No. 00-3267 to appropriate funds ($4,000) in the general fund in the 2000- 2001 Budget for facade improvement grants in the National Register District of Downtown Plainview; cumulativeness clause; conflicts clause; severability clause; and effective date. The $4,000.00 has been donated by SPS ($1,000.00) and Energas ($3,000.00) and is for eight $500.00 grants to be awarded to applicants for main street properties for fac~ade improvements. The bid tabulations regarding a recent bid opening for fire safety gear were as follows: Casco Ind. Inc. $21,925.00; and Daco Fire Eq. $27,216.00. The bid was awarded to the lowest bidder, Casco Ind. Inc. $22,000.00 was the budgeted amount. The Council approved R01-103 a Resolution of the City Council of the City of Plainview, Texas, establishing incentives in the reinvestment zone, making them available to qualified commercial and residential projects, pursuant to Property Redevelopment and Tax Abatement Act (Chapter 312 of the Texas Tax Code). The boundaries for the residential reinvestment zone are as follows: from West 24th Street to City of Plainview City Council Minutes June 12, 2001 Page 1 of 2 Columbia Street then North 140 feet past 32nd Street then west to Quincy Street and back to 24th Street. Mr. Jeffers presented Ordinance No. 01-3291 designating a certain area as a residential reinvestment zone in the City of Plainview, Texas to be known as Reinvestment Zone No. 1; establishing the boundaries thereof; and providing for an effective date. (First Reading) He stated the tax abatement legislation was amended two years ago to allow tax abatement for residential purposes. It allows tax abatement for underdeveloped neighborhoods. The City has established Reinvestment Zone No. 1. The boundaries for the residential reinvestment zone are as follows: from West 24th Street to Columbia Street then North 140 feet past 32"d Street then west to Quincy Street and back to 24th Street. It would cover new residential construction, single-family units. It would also cover any improvements over $5,000.00 and valuation would apply only to amount spent on improvements. An example given would be a newly constructed $70,000.00 home would receive $300.00 per year tax savings for five years. Mayor McGehee opened public hearing. Alton Jackson of 907 El Paso asked if there were houses currently under construction and who would get tax abatement? He was advised there are houses currently under construction and that the buyer would be the one receiving the tax abatement. He also questioned as to what was the price of the homes and he was advised that they were in the $70,000 to $80,000 range. He advised the Council that they really needed to consider this area and asked if it was good for the elderly lady on fixed income already struggling to pay her taxes. Mayor McGehee advised that it would be good for the elderly lady in that if improvements were being made to her neighborhood, it would increase the value of her property. Mayor McGehee closed the public hearing. Councilmember Favila moved that the City adopt Ordinance No. 01- 3291 designating the Thunderbird area as a residential tax abatement zone in the City of Plainview. Councilmember Rosas seconded the motion and asked that the Council be polled. Mayor McGehee, Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen and Favila all voted "for" the motion. The motion carried unanimously. Rick Cox, Superintendent-Street and Traffic Safety gave the Annual Report on vector control.
