Mr. Jeffers presented Ordinance No. 01-3291 designating a certain area as a residential
reinvestment zone in the City of Plainview, Texas to be known as Reinvestment Zone
No. 1; establishing the boundaries thereof; and providing for an effective date. (First
Reading) He stated the tax abatement legislation was amended two years ago to allow
tax abatement for residential purposes. It allows tax abatement for underdeveloped
neighborhoods. The City has established Reinvestment Zone No. 1. The boundaries for
the residential reinvestment zone are as follows: from West 24th Street to Columbia
Street then North 140 feet past 32"d Street then west to Quincy Street and back to 24th
Street. It would cover new residential construction, single-family units. It would also
cover any improvements over $5,000.00 and valuation would apply only to amount spent
on improvements. An example given would be a newly constructed $70,000.00 home
would receive $300.00 per year tax savings for five years.
Mayor McGehee opened public hearing. Alton Jackson of 907 El Paso asked if there
were houses currently under construction and who would get tax abatement? He was
advised there are houses currently under construction and that the buyer would be the
one receiving the tax abatement. He also questioned as to what was the price of the
homes and he was advised that they were in the $70,000 to $80,000 range. He advised
the Council that they really needed to consider this area and asked if it was good for the
elderly lady on fixed income already struggling to pay her taxes. Mayor McGehee
advised that it would be good for the elderly lady in that if improvements were being made
to her neighborhood, it would increase the value of her property. Mayor McGehee closed
the public hearing. Councilmember Favila moved that the City adopt Ordinance No. 01-
3291 designating the Thunderbird area as a residential tax abatement zone in the City of
Plainview. Councilmember Rosas seconded the motion and asked that the Council be
