HomeMy WebLinkAbout05 0712 minThe Plainview City Council met on July 12, 2005 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at901 Broadway. The agenda for this meeting was posted in City Hall at 4:30 p.m. on July 8, 2005. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes- District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash-District 7. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, Leslie Pearce-City Attorney, John Berry-Director of Public Works, Brice Clements-Engineer, Dale Simpson-Director of Civil Service, Gary Glass-Fire Chief, and Will Mull-Police Chief News Media Representative: Richard Orr-Plainview Daily Herald Guests present were: Phillip Godino Councilmember Mary Jane Shanes delivered the invocation. Mayor Anderson led in the Pledge of Allegiance. Councilmember Bertsch moved to adopt the consent calendar. The motion was duly seconded by Councilmember Pena and carried by unanimous vote. Items approved on the consent calendar included approval of the minutes of June 14, 2005. The Council awarded the bid for one Emergency Medical Service Remount unit, 2006 1 - ton chassis to The Phoenix Group with a bid price of $66,985 which includes the option. Other bids received were Peach State Inc. in the amount of $71,945, which includes the option. The Council awarded the bids for water, sewer and paving for Plainview Vistas Addition to Morton Irrigation in the amount of $147,729. John Castro, Director of Community Services presented for consideration upon first reading Ordinance No. 05-3447, an Ordinance Amending Chapter 16, Nuisances, of the City of Plainview Code of Ordinances; Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date. This ordinance amends Chapter 16 of the Code of Ordinances of the City of Plainview regarding weeds. Instead of the long drawn out procedure, a violator of this ordinance will receive a certified letter advising they have ten days to abate the nuisance. If such is not taken care of within that time period they would have a citation and possibly the City would clean up the lot themselves. If the City mowed the lot, the violator would be subject to a mowing charge. If that was not timely paid, then a lien would be placed on the property and the charges would then include a $175 administrative fee. Mayor Anderson asked for public comment. There was no public comment. Councilmember Ti pton and Bertsch stated they supported zero tolerance. Mayor Anderson advised that the public needed to be put on notice that the City would be looking at trucks that should be on designated truck routes only. The motion was duly seconded by Councilmember Tipton and carried by unanimous vote. Councilmember Shanes moved to adjourn the meeting. The motion was duly seconded by Councilmember Nash and carried by unanimous vote. There being no further business, Mayor Anderson adjourned the meeting.
