The Plainview City Council met on July 26, 2005 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:30 p.m. on July 22, 2005. Mayor John C. Anderson
presided. Councilmembers present were: Kelvin Tipton-District !, Mary Jane Shanes-
District 2, John N. Bertsch-Distdct 4, Wendell Dunlap-District 6 and Roland Nash-
District 7. Councilmembers Belinda Pena-District 3 and Ron Trusler-District 5 were
absent.
Staff members present were: Greg Ingham-City Manager, John Castro-Director of
Community Services, John Berry-Director of Public Works, Dale Simpson-Director of
Civil Service, Gary Glass-Fire Chief, Will Mull-Police Chief and Belinda Hinojosa-City
Secretary.

Guests present were: Rev. Doug Yates
Rev. Doug Yates, Family Church of the Nazarene delivered the invocation.
Mayor Anderson led in the Pledge of Allegiance.
Councilmember Dunlap moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Tipton and carried by unanimous vote. items approved
on the consent calendar included approval of the minutes of July 7, 2005, July 12,
2005 and July 21, 2005. The Council granted excused absences to Councilmember
Belinda Pena and Councilmember Ron Trusler. The Council approved the financial
reports.
Mayor Anderson presented for consideration upon second reading Ordinance No. 05-
3447, an Ordinance Amending Chapter 16, Nuisances, of the City of Plainview Code
of Ordinances; Cumulativeness Clause; Conflicts Clause; Severability Clause; and
Effective Date. Since this was the second of two readings, the Council chose to forego
the staff briefing and went straight to public comment. There was no public comment.
Councilmember Nash moved to approve upon second reading Ordinance No. 05-3447.
The motion was duly seconded by Councilmember Shanes and carried by unanimous
vote.
Greg Ingham, City Manager presented for consideration Resolution R05-147, a
Resolution of the City Council of the City of Plainview, Texas Authorizing the Adoption
of the National Incident Management System - incident Command System as the
Standard Command and Control System During Emergency Operations. Homeland
Security Presidential Directive 5, requires all Federal departments and agencies to
adopt the National Incident Management System (NIMS) and to use it in domestic
incident management. Governor Perry has also adopted this directive for the State of
Texas. In order for the City to continue to accept funding, they must also adopt the
National Incident Management System. City staff recommends adoption of this
Resolution.

Councilmember Bertsch moved to adopt Resolution R05-147. The motion was duly
seconded by Councilmember Tipton and carried by unanimous vote.
Mayor Anderson moved to adjourn the meeting. The motion was duly seconded by
Councilmember Tipton and carried by unanimous vote.
There being no further business, Mayor Anderson adjourned the meeting at 7:12 p.m.
