HomeMy WebLinkAbout05 0908 minThe City Council met on September 8, 2005 at the Plainview Convention Centerl 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:30 a.m. on September 2, 2005. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmember Belinda Pena-District 3 was absent. Staff members present were: Greg Ingham-Oity Manager, John Berry-Director of Public Works, John Castro-Director of Community Services, Will Mull-Police Chief, Bdce Clements-Engineer, Gary Glass-Fire Chief, Jack Keller-Budget Manager, Ericka Jathan- Nursing Supervisor Health Department, Dale Simpson-Director of Civil Service, Leslie Pearce-City Attorney and Belinda Hinojosa-City Secretary. News Media Representative: Richard Orr-Plainview Daily Herald Councilmember John N. Bertsch delivered the invocation. Councilmember Pena was granted an excused absence. It was agreed that the Council would proceed with Item No. 4, the public hearing regarding the proposed tax increase and come back to Item No. 3 after the public hearing. Greg Ingham, City Manager presented a brief overview on the proposed tax increase. He stated there are significant items in the general fund budget such as: (1) purchase a new replacement fire pumper, police vehicles, motor grader, and other equipment through increased payments to the equipment replacement fund; (2) energy costs are up 15% in general fund; (3) increased City's contribution to the Firefighters Pension Fund to improve its actuarial soundness; (4) 3% cost of living for City employees; and (5) increase efforts to market Plainview and encourage economic development. He also stated the proposed tax rate would increase from $0.50490 to $0.51490. He presented information on similar size cities with the average tax rate being $.06459. He reminded the Council of the services paid for by the General Fund such as 24 hour Police Protection, 24 hour Fire Protection, 24 hour Emergency Medical Service, Maintenance of all Public Streets and Alleys; Park Facilities including Baseball, Softball, Swimming Pool, and Soccer Fields; Public Library; Animal Control Services; Environmental Health Services including restaurant inspections; Public Health Services; Building Inspections and Permitting Services; Code Enforcement Services; Emergency and Disaster Management; Economic Development and Grant Administration; Main Street Program and General Administration, Legal And Finance. Councilmember Shanes moved to open the public hearing. The motion was duly seconded by Councilmember Trusler and carried by unanimous vote. Mayor Anderson asked for public comment. Dwain Dodson of 1108 Zephyr asked how much additional revenue would a .01¢ tax increase provide? Mr. Ingham stated such would generate an additional $65,000. Mr. Dodson stated that he thought this was a public hearing on the budget and therefore would not be able to ask any questions on the budget at this meeting. 4 0,5 City Council Minutes September 8, 2005 Page l of 2 406 There was no other public comment. Councilmember Shanes moved to close the public hearing. The motion was duly seconded by Councilmember Tipton and carried by unanimous vote. The public hearing was closed at 12:00 noon. The Council and staff reviewed the agenda for the City Council meeting of September 13, 2005.
