HomeMy WebLinkAboutCouncil Minutes 04-23-2019306 The City Council of the City of Plainview met on April 23, 2019 at 7:00 p.m., in the Council Chambers of the Plainview City Hall at 901 Broadway. Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Oliver Aldape-District 7. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Tim Crosswhite-Di rector of Public Works, Ken Coughlin -Chief of Police, Tim Gibson -Fire Chief, Isauro Gutierrez -Director of Information Technology, Jeff Johnston -Community Development Manager, Paul Kite -Assistant Director of Utilities, and Belinda Hinojosa-City Secretary. Consent Calendar a) Excused Absences; b) Minutes of April 4, 2019 and April 9, 2019; c) Financial Reports d) Quarterly Investment Report for the period from January 1, 2019 through March 31, 2019 Motion: Approve Consent Calendar Motion by Councilmember Teressa King, seconded by Councilmember Juarez Vote: 8 — 0. Motion carried. 4. An Ordinance of the City Council of the City of Plainview, Texas: Adopting a Comprehensive Land Use Plan and Zoning Ordinance Including a Zoning Map for the City of Plainview; Establishing Zoning Regulations and Zoning Districts Throughout the Municipal Limits of the City of Plainview; Providing an Administrative Review and Permit Approval Process; Providing for Special Exceptions and Procedures for Variances; Establishing Administrative Bodies Including a Planning and Zoning Commission and Zoning Board of Adjustment; Providing a Non -Judicial and Judicial Appeal Process; Providing for Continuation of Prior Ordinance for Pending Proceedings Repealing the Current Zoning Ordinance and Map; Reclassifying Article 14.03 "Airports" as Article 1.14• Providing for a Penalty of up to $2 000.00 for Violations; Providing an Effective Date; City Council Minutes April 23, 2019 Page 1 of 3 Providing a Savings Clause: and Providing for Publication. Motion: Move to approve Ordinance No. 19-3690 on second reading Motion by Mayor Pro Tern Blackerby, seconded by Councilmember Aldape Vote: 8-0. Motion carried. 5. An Ordinance of the City of Plainview Texas, Amending Article 13.05 Entitled "Water Conservation/Drought Contingency Plan" Regarding the City of Plainview's Water Use Management Plan• Outlining the City's Water Conservation Plan Including Water Consumption Goals and Targets• Outlining the City's Drought Contingency and Emergency Plan Including Defining Drought Classifications; Providing a Penalty Clause; Repealing all Conflicting Ordinances; Providing a Severability Clause; Providing for Publication of the Caption Thereof• and Providing for an Effective Date. (Ordinance No. 19-3691 — Second Readinq) Ordinance adopting Water Conservation/Drought Contingency Plan. Motion: Move to approve Ordinance No. 19-3691 on second reading Motion by Councilmember Weiss, seconded by Councilmember Juarez Vote: 8-0. Motion carried. 6. Consider and take necessary action regarding Amendment No. 1 to Agreement for Professional Services Plainview — Hale Co. Business Park, Phase 1 and authorize Mayor to sign Presenter: Jeffrey Snyder, City Manager This authorizes payment for the Protective Covenants (Business Park Standards) in the amount of $27,229.00 and the incorporation of the demolition plans for the Jimmy Dean Facility in the amount of $8,558. Motion: Move to Approve Amendment No. 1 to Agreement for Professional Services Plainview — Hale Co. Business Park, Phase 1 and authorize Mayor to sign Motion by Councilmember Weiss, seconded by Mayor Pro Tern Blackerby Vote: 8-0. Motion carried.
