Chambers of the Plainview City Hall at 901 Broadway.
Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose-
District 1, Norma Juarez -District 3, Teressa King -District 4, Susan B lacke rby- District 5,
Evan Weiss -District 6 and Oliver Aldape-District 7. Councilmember Larry Williams -
District 2 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Tim C rosswh ite-Di rector of Public Works, Ken Coughlin -Chief of Police, Tim Gibson -Fire
Chief, Isauro Gutierrez -Director of Information Technology, Jeff Johnston -Community
Development Manager, Paul Kite -Assistant Director of Utilities, and Belinda Hinojosa-City
Secretary.
Guests Present: Jim Todd, Martha Todd, Sam VanHoose, Paul Fikes, Tessa Barrett and

4. Presentation on Little Free Library Program by Breakfast Lions Club

5. An Ordinance of the City Council of the City of Plainview, Texas, Amending
Ordinance 17-3651 Relative to the Employee Health Insurance Benefits Trust Created
Pursuant to Chapter 222 of the Texas Insurance Code, as Amended; Approving the
Amended Declaration of Trust; and Providing for a Severability Clause; Cumulative
Clause; Conflicts Clause; Effective Date; and Publication. (Ordinance No. 19-3692 — First
Reading)
Presenter: Rachael Foster, Director of Human Resources
Ordinance adopting Amended Declaration of Trust to change trustee from Human
Resource Specialist to Director of Human Resources
Motion: Move to adopt Ordinance No. 19-3692 on first reading
Motion by Mayor Pro Tern Blackerby, seconded by Councilmember Juarez
Vote: 7-0. Motion carried.
6. Consider approval of Professional Services Agreement with Parkhill Smith &
Cooper for Water Treatment Plant Assessment and authorize City Manager to sign
Presenter: Paul Kite
This authorizes an overall assessment of the Jack Skaggs Water Treatment Plant to
determine critical areas that need to be upgraded or are near failure that will help guide
and plan for capital improvement projects at the facility.
Motion: Move to approve Professional Services Agreement with Parkhill Smith &
Cooper for Water Treatment Plant Assessment and authorize City Manager to sign

7. Convene into executive session pursuant to Texas Gov't Code $ 551.072 to
deliberate the purchase, exchange, lease or value of real property, the public discussion
of which would not be in the best interest of the City's bargaining position with third parties
8. Convene into executive session pursuant to Texas Gov't Code $ 551.074 to
deliberate the appointment employment evaluation reassignment duties discipline or
dismissal of a public officer or employee or to hear a complaint or charge against an

9. Convene into executive session pursuant to Texas Gov't Code § 551.087 to
discuss or deliberate regarding an offer of a financial or other incentive to a business

prospect that the City seeks to have locate stay, or expand in or near the territory of the 313
City of Plainview.
10. Convene into executive session pursuant to Texas Gov't Code 4551.071 to seek
.— advice from legal counsel about pending or contemplated litigation settlement offers or
as required under the Texas Disciplinary Rules of Professional Conduct of the State of
Texas when in conflict with Tex. Gov't Code Chapter 551.
Mayor Dunlap recessed meeting at 7:23 p.m.
Mayor Dunlap called the meeting back in open session at 8:28 p.m.
11. Consider and take necessary action regarding Assistant City Manager position
Presenter: Jeffrey Snyder
Staff recommends the appointment of Jeff Johnston as Assistant City Manager.
Motion: Move to confirm appointment of Jeff Johnston as Assistant City Manager
Motion by Councilmember Weiss, seconded by Councilmember Juarez
Vote: 7-0. Motion carried
