HomeMy WebLinkAboutCouncil Minutes 05-28-2019316 The City Council of the City of Plainview met on May 28, 2019 at 7:00 p.m., in the Council Chambers of the Plainview City Hall at 901 Broadway. Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Susan Blackerby-District 5, Evan Weiss -District 6 and Oliver Aldape-District 7. Councilmember Teressa King -District 4 was absent. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Sarianne Beversdorf-Di rector of Finance, Ken Coughlin -Chief of Police, Tim Gibson -Fire Chief, Isauro Gutierrez -Director of Information Technology, Rachael Foster -Director of Finance, Jeff Johnston -Community Development Manager, Paul Kite -Assistant Director of Utilities, Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary. Review Agenda, items for regular meeting The Council and staff reviewed the agenda items 1. Invocation and Pledge of Allegiance Councilmember Susan Blackerby 2. Recognitions Steve Oien, Commander Chapter 0900, Military Order of the Purple Heart and Lazaro O. Camarillo, III, Chief of Staff -South Military Order of the Purple Heart presented the City with a Purple Heart City Proclamation Mayor Dunlap presented a Historic Preservation Month Proclamation to Main Street board members 3. Consent Calendar a) Excused Absences — Councilmember Teressa King; b) Minutes of May 9, 2019 and May 14, 2019; c) Financial Reports d) A Resolution of the City Council of the City of Plainview, Texas Approving the Request for Noah's Run Director to Host the Noah's Run Event; Authorizing the Filing of the Agreement for the Temporary Closure of State Right -Of -Way with the Texas Department of Transportation for this Event; Declaring that the Event Serves a Public Purpose; and Agreeing to Comply with Regulations. (Resolution R 19-440 e) Authorize Mayor to sign Agreement for City of Plainview — YMCA SAFE Camp Program f) Authorize City Manager to sign Department of State Health Services Contract No. HHS000485600045 under the Regional Local Services System/Local Public Health Services Grant Program am City Council Minutes May 28, 2019 Page 1 of 3 g) Authorize change order for safety climb system in relation to the Quincy Tower 317 Rehab Project. Motion: Approve Consent Calendar Motion by Councilmember Williams, seconded by Councilmember Juarez Vote: 7 — 0. Motion carried. 4. An Ordinance of the City Council of the City of Plainview, Texas, Amending Ordinance 17-3651 Relative to the Employee Health Insurance Benefits Trust Created Pursuant to Chapter 222 of the Texas Insurance Code as Amended; Approving the Amended Declaration of Trust; and Providing for a Severability Clause; Cumulative Clause; Conflicts Clause; Effective Date; and Publication. (Ordinance No. 19-3692 — Second Reading) Motion: Move to accept Ordinance No. 19-3692 on second reading. Motion by Mayor Pro Tern Blackerby, seconded by Councilmember Weiss Vote: 7-0. Motion carried. 5. An Ordinance Amending the City of Plainview, Texas Code of Ordinances by Amending Chapter 4 "Business Regulations" by Adding Article 4.12 Entitled "Film Production — Guidelines and Permit" Establishing a Permitting Process and Requlating Film Production and Filming Within the City and on Public Property,• Providing for a Penalty not to Exceed $500 00 per day and Injunctive Relief for Failing to Obtain a Permit; Providing an Effective Date; Providing a Savings Clause; Providing a Repealer and Providing for Publication. (Ordinance No. 19-3693 — First Reading) Presenter: Melinda Brown, Main Street Manager This Ordinance Amends Chapter 4 Business Regulations to create Article 4.12 "Film Production — Guidelines and Permit." This is one of the final steps to become a Film Friendly Certified Community. Motion: Move to adopt Ordinance No. 19-3693 on first reading Motion by Councilmember Weiss, seconded by Councilmember Aldape Vote: 7-0. Motion carried. 6. Consider and take necessary action on the agreement between the City of Plainview and YMCA for swimming pool services Presenter: Jeffrey Snyder, City Manager City has provided pool facility for the YMCA to operate during the summer. Since the new Aquatics Center is under construction, the YMCA has asked if the City would consider the full $22,000 allocation this year. Motion carried. 7. A Resolution of the City Council of Plainview, Texas, Authorizing the Submission of a Texas Community Development Block Grant Program Application to the Texas Department of Agriculture for the Fire, Ambulance and Services Truck Fund (Fast); and Authorizing the City Manager to Act as the City's Executive Officer and Authorized Representative in all Matters Pertaining to the City's Participation in the Texas Community Development Block Grant Program. (Resolution R19-441) Presenter: Tim Gibson, Fire Chief This authorizes grant application for FAST fund for replacement of one fire engine. Motion: Move to approve Resolution R19-441 Motion by Councilmember Weiss, seconded by Mayor Pro Tern Blackerby Vote: 7-0. Motion carried. 8. Authorize Mayor to sign Interlocal Cooperation Agreement for Application Development and Administration Services Community Development Program- Fast Fund Presenter: Tim Gibson, Fire Chief This authorizes South Plains Association of Governments to develop the grant application and provide administrative services on behalf of the City. Motion: Move to authorize Mayor to sign Interlocal Cooperation Agreement for Application Development and Administration Services Community Development Program- Fast Fund Motion by Mayor Pro Tern Blackerby, seconded by Councilmember Juarez Vote: 7-0.
