Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose- District 1, Norma Juarez -District 3, Teressa King -District 4, Susan Blacke rby- District 5 and Evan Weiss -District 6. Councilmembers Larry Williams -District 2 and Oliver Aldape- District 7 were absent. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Jeff Johnston -Assistant City Manager, Sarianne Beversdorf-Director of Finance, Tim Crosswh ite-Di rector of Public Works, Ken Coughlin -Chief of Police, Tim Gibson -Fire Chief, Isauro Gutierrez -Director of Information Technology, Rachael Foster -Director of Human Resources, Paul Kite -Assistant Director of Utilities, William Bridgwater -Lieutenant and Belinda Hinojosa-City Secretary. Motion carried. 4. Discuss and Consider Maximum Property Tax Rate for Fiscal Year 2019-2020 and Schedule Public Hearings if necessary Presenter: Jeffrey Snyder, City Manager City Council Minutes August 13, 2019 Page 1 of 3 336 This sets the maximum property tax rate that can be considered by the City Council for Fiscal Year 2020. The total proposed property tax rate in the budget is $0.8418 per $100 of assessed valuation. Of this amount $0.6312 is provided for maintenance and operations and $0.2106 is for debt service. Motion: Move to consider the adoption of the proposed tax rate of $.8418 at the Meeting of the City Council on: First Reading - September 19, 2019 at 11:30 a.m. at the Plainview Convention Center, 2902 W. 4tn Street; Second Reading - September 24, 2019 at 7:00 p.m. in the City Council Chambers at City Hall, 901 Broadway Motion by Councilmember King, seconded by Councilmember Juarez City Secretary asked for record vote: For Mayor Dunlap For Councilmember VanHoose Absent Councilmember Williams For Councilmember Juarez For Councilmember King For Councilmember Blackerby For Councilmember Weiss Absent Councilmember Aldape Vote: 6-0. Motion carried. Motion: I move to schedule two public hearings on the tax rate and budget on: September 5, 2019 at 11:30 a.m. at the Plainview Convention Center, 2902 W. 4th Street; and September 10, 2019 at 7:00 p.m. in the City Council Chambers at City Hall, 901 Broadway Motion by Councilmember Weiss, seconded by Councilmember Juarez Vote: 6-0. Motion carried. 5. An Ordinance of the Citv Council for the Citv of Plainview. Texas Authorizina the Transfer of Certain Real Property in the City of Plainview, Texas to Hale County Texas In Accordance with Section 272.001 of the Texas Local Government Code: Authorizing the Mayor to Execute All Documents Necessary to Transfer Ownership (Ordinance No. 19-3696 — Second Readin Since this was the second of two readings, the Council chose to forego staff briefing and ask for public comment. There was no public comment. Motion: Move to adopt Ordinance No. 19-3696 on second reading Motion by Mayor Pro Tern Blackerby, seconded by Councilmember Weiss Vote: 6-0. Motion carried. A Resolution of the City Council of the City of Plainview, Texas, Supporting the 337 U.S. Census Bureau's 2020 Decennial Census Program and Pledging Participation in Local Initiatives Including a Complete Count Committee. (Resolution R19-448) Presenter: Belinda Hinojosa, City Secretary This Resolution states the City is committed to ensuring every resident is counted and it supports the 2020 Census. Motion: Move to adopt Resolution R19-448 Motion by Councilmember Weiss, seconded by Councilmember King Vote: 6-0. Motion carried. 7. Convene into executive session pursuant to Texas Gov't Code § 551.074 to deliberate the appointment employment evaluation reassignment duties, discipline or dismissal of a public officer or employee or to hear a complaint or charge against an officer or employee: City Manager Evaluation Mayor Dunlap recessed the meeting at 7:22 p.m. Mayor Dunlap called the meeting back in order at 8:42 and announced no action would be taken on Item 8. 9.
