BOARD MEMBERS PRESENT: Kenny Brown, Fred Willis, Max Browning, John Bickel

First item on the agenda: Swear in newly appointed/reappointed Board members. Max
Browning and Kem~y Brown were sworn m.
Second item on the agenda: Approval of October 2004 minutes (There were no November-
December 2004 minutes due to no pending cases and there were no January 2005 minutes due to
lack of a quorum.) Max Browning made motion to approve minutes as presented. Fred Willis
seconded. Motion carded 4-0.
Third item on the agenda: BA Case # 1492 - The request of Wayne Keenum on behalf of
Aquilla Watson for a variance of ten feet (10) of the required fifteen (15) foot side setback as
stated in Section 34 of the City of Plainview Zoning Ordinance to construct an 18'X21' carport
in a Neighborhood Service (C-I) Zoning District, and being Block 25, Lot E/2 11 & 12, College
Hill Addition, Plainview, Hale County, Texas the same being 1709 W. l0th Street. Wayne
Keenum is present to answer questions from the Board. John Castro showed the Board a site
plan of the proposed carport as well as a map showing the neighboring properties and said there
were five (5) responses received from the neighboring properties all in favor of the request from
the scheduled January meeting that had to be rescheduled to February and then there were three
(3) responses received from the February mailing, all in favor of the request. John Bickel asked
what construction materials would be used and Wayne Keenum said the carport would be
prefabricated. Max Browning made a motion to approve the variance based on this being the
best logical placement for the carport and the positive responses received from the neighborhood.
Fred Willis seconded the motion. Motion carried 4-0.
Fourth item on the agenda: BA Case # 1493 - The request of Abelardo Salazar for a variance
of twenty-four (24) feet of the required thhty (30) foot from setback and seven (7) feet of the
required eight (8) foot side setback as stated in Section 34 of the City of Plainview Zoning
Ordinancei to construct a 21'X24' carport and a ten (10) foot overhang across the front of
building iaaa single Family (R-l) Zoning District, and being Block 6, Lot 5, Green Acres
Addition, plainview, Hale County, Texas the same being 2019 W. 20th Street. There is no one
present representing the case to answer questions. John Castro showed the Board pictures of the
property and a drawing of the proposed carport and overhang. He told the Board the existing

garage is already in the setback but it was constructed before any records could be found. John
Bickel asked what materials would be used for the conslxuction and John Castro said he was told
it would not be a prefabricated one. He said City Staff did not have a problem with the request.
There was one (1) response received from the neighborhood in favor of the request. Fred Willis
made motion to approve the variance based on positive response from the neighborhood and this
being the best logical place for the carport and overhang. Kenny Brown seconded. Motion
carried 4-0.
