Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting
Was posted in City Hall at 11:00 a.m. on June 18, 2001. Mayor Lloyd C. Woods presided.
Councilmembers present were: Sam Parker-District 1; Mary Jane Shanes-District 2; Rey
Rosas-District 3; Ross Owen-District 5; and Buddy McGehee-District 6 Councilmembers
absent were: Mike Hutcherson-District 4 and Irene Favila-District 7
Staff members present were: James P. Jeffers-City Manager; John Castro-Director of
Community Development; Gary Glass-Fire Chief; Wally Hatch-City Attorney; Norman
Huggins-Director of Finance; Sean Lanier-Assistant Director of Public Works/City
Engineer; William Mull-Chief of Police; Rusty Reese-Park Superintendent; Dale Simpson-
Director of Civil Service; Matthew Tsakanikas-Main Street Coordinator; and Belinda
Hinojosa-City Secretary.
Guests present were: Ron Trusler.
News media representatives present were: Richard Orr-Plainview Daily Herald.

Councilmembers Mike Hutcherson-District 4 and Irene Favila,District 7 were granted
excused absences for this meeting.
The Council and Staff then reviewed the agenda for the City Council meeting of June 26,
2001.
Mr. Jeffers advised the Council that a budget workshop would be held on July 24, 2001
at 9:00 a.m.
Mr. Jeffers advised that Plainview was one of the first cities in the state to have a web
page. This was previously provided through the Plainview Daily Herald, but they have
since sold the internet service and the web page support has diminished. The new
provider for the web page will be Incode, who currently provides the City's software. The
site should be more interactive in the future with citizens eventually having the capabilities
to pay utility bills, pay traffic citations and conduct some business on the internet. The
web page will have the Council Minutes; pictures, phone numbers and email addresses of
the Councilmembers; City Departments and community calendar. It would have anything
the public would request such as the City Codes. He stated he was unsure as to when it
would be unveiled, but wanted to let the Council know that it could happen at any time.
The costs would be a $600.00 set up fee with a $200.00 a month fee. The City would do
the upkeep itself. The possibility of putting banners and charging for advertisement was
discussed. Mr. Jeffers stated he did not think it was appropriate and comments were
made that it would look like the City was backing up that particular agency. Also, it was
suggested there might be some first amendment problems if the City restricted who could
advertise.
Mr. Jeffers stated that he was a member of the Wee Care Board and the question had
been asked how a commercial customer could cut back on their sewer charges. He
stated there is a 14,000-gallon sewer cap for residential customers. The sewer
residential charges are $7.00 minimum plus $1.20 per 1,000 gallons of water consumed
with a $23.80 maximum. He did state that, however, for commercial customers there is

no cap. A possibility for a commercial customer would be to install an irrigation meter
with no sewer charge. The cost for a new tap and a plumber to separate the irrigation
system from the existing tap to the new tap may pay for itself in one year. He stated that
if any commercial entitles would like to look into installing an irrigation meter, the City
would be more than willing to help them analyze whether it would be feasible. The
current tapping fees are: ~" - $200.00; 1" - $270.00; I W' - $470.00 commercial only and
2" - $660.00.
