Mayor Wendel[Dunlap presided. Councilmembers present were: Larry Williams -District 2, Norma .Juarez -District 3, Teressa King -'District 4, and Susan Blackerby-District 5. Councilmembers Nelda VanHoose-District 1 and Evan Weiss -District 6 were absent. Staff members present were: Jeffrey Snyder -City Manager,: Matthew Wade -City Attorney, Jeff Johnston -Assistant City Manager, Sarianne BeversdorF=Director of Finance, Tim C.rosswhite-Director of Public Works, Ken Coughlin -Chief of Police; Tim Gibson -Fire Chief, Isauro Gutierrez:Director of Information Technology, Rachael Foster�Rirector of Human Resources, Melinda Brown -Maui Street Manager and Belinda Hiriojosa-City Secretary. Public Hearing on proposed tax. rate. increase 'Presenter: Jeffrey Snyder, City Manager The:proposed property -tax rate is $0.8418. The effective property tax rate is $0:8300 and the rollback property tax rate is. $0,.9010. Mayor Dunlap opened the public hearing. 'There was no public comment, The public hearing was closed at 7:11 p.m. A vote: on the first reading of the Ordinance. to adopt the proposed tax rate will :be held on September 1.9, 2019. at 11:30 a.m..atthe Plainview Convention Center,.29.02 W. 4th Street. Avote. on .the second. and final reading of the Ordinance to adopt the proposed tax rate will :be held on September 24, 2019 at 7.:00 p.m. in the: City Council Chambers at City Hall, 901 Broadway. 6. Public Hearing on 201:9-2020 City of Plainview Budget. 'Presenter: Jeffrey Snyder, City Manager The budget for 2019-2020 Was reviewed. Mayor Dunlap opened the public hearing. There was no public comment. The public hearing was closed at 7,19 p.m. A vote on the first reading of the Ordinance to adopt the budget will be held on September 19, 2019 at.11:30 a.m. at the Plainview_ Convention Center,:NO2 W. 4th Street. A. vote on the: second and final reading of the Ordinance to adopt the budget will behold on September 24, 2019 .at 7:00 p.m.. in. the City Council Chambers at. City Hall, 901 Broadway: 7. Consider adoption of budget on September 19, 2019 and September 24, 2019 City Council Minutes ;September 10, 201.9 Page 2 of 3 Presenter: Jeffrey Snyder, City Manager 349. 1 This postpones the adoption of the budget to concur-wiith the adoption of the tax rate. Motion: Move to consider postponing the adoption of the budget until: the Council Meeting on September 19, 201-9 and September- 24, 2019 Motion by Mayor Pro Tom Blackerby, seconded by Council, member Juarez Vote: 5-0. Motion carried. 8. :Closed Session - Deliberations regarding Economic Development Negotiations concerning commercial or financial information received from a businessprospect and7or. the .offer. of .a financial. or other incentive to. a business prospect .in which the .City.Council seeks to have locate stays or expand in. or near the City: of Plainview's territory and with which the City Council is conducting economic development negotiations, in accordance with Tex. Gov't Code. Section:551.087 .Mayor -Dunlap recessed' the,meeting..at 7:21 p.m. Mayor Dunlap called the meeting back in -open session at 7:32- p.m. 9. Consider and take necessary action 'regarding Economic Development. Negotiations Motion: Move to approve 380 Economic Development Agreement with Webb Optometry and demolish structure at 315 Ennis Motion by Mayor Pro Tem. Blackerby; seconded. by Councilmember J.uarez Vote: -5=0. Motion carried. 10..
