Mayor Wendell Dunlap presided. Councilmembers present were Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Eric Hastey-District 7. Councilmember Nelda Van Hoose-District 1 Was absent. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Jeff Johnston -Assistant City Manager, Sarianne Beversdorf-Director of Finance, Tim Crosswhite=Director of Public Works, Ken Coughlin -Chief of Police, Tim Gibson -Fire Chief, Paul Kite -Assistant Director of Utilities, Shawn Jones -Service Center, Chase Perry - Code Enforcement. Consider and take necessary action regarding Flat Rate/Fixed Fee Contract for Professional Services between Allison Bass:.& Magee, L.L.P..and the City of Plainview for redistricting services Presenter: Jeffrey Snyder,. City Manager Redistricting is the process required by the U.S. Constitution for all. governmental entities - with legislative authority to elect their governing body membership from individual districts (single -member districts) to -periodically reassess their boundaries and the population .within those boundaries following the. decennial: census. The County, has chosen Allison, Bass & Magee, L.L.P. and City staff finds it an advantage to working with the..same firm during. this process. Motion: Move to take all necessary action regarding the Contract for Professional Services between Allison.,:Bass & Magee.,. L.L.P. and the.City.of Plainview.for redistricting purposes Motion by-Councilmember Weiss, seconded by Councilmember Juarez Vote: 7-0. Motion carried. 6. Consider Award of bid for City. Hall Interior Renovation, Elevator .Addition and Exterior Improvements and authorize Mayor to sign allnecessary. documents Presenter: Jeff Johnston,. Assistant City Manager Staff is recommending to reject the bids due to :the base bid construction price being - higher -than the construction budget allocationfor the project.. Based upon -feedback from the architect, staff is going to work with them to review/modify the plans and' rebid the project after the first of the year to see if there:is an opportunity to get better pricing. Motion: Move to reject bids for the City Hall Renovation, Elevator Addition and :Exterior Improvements and rebid the process Motion by:Mayor Pro Tem:.Blackerby, seconded by Council member Williams Vote: 7-0. Presenter: Tim Crosswhite, Director of Public Works Staff recommends bid be awarded to Lubbock Truck Sales for Freightliner M2106' for $188,036.00 City Council Minutes December 10, 2019 Page 2 of 5 372 Motion: Move that we approve 'bid for side load dump truck from Lubbock Truck Sales for 2020 Freightliner M2106 in the amount of $183,935.00 Motion by Councilmember Williams, seconded by Councilmember Juarez Vote: 7-0. Consider Award of Bid for one 2020 Motor Truck .Cab and Chassis with a.44 Yard Front Load Packer Bodv Presenter: Tim Crosswhite, Director of Public Works Staff recommends:bid be awarded to Rush Truck'Centers in the amount of $249,076.29 for one 2020 Peterbilt 520. Motion: Move to award bid. to Rush Truck Centers for one 2020 Motor Truck Cab and Chassis with a.44 Yard Front Load Packer Body in the amount:of $249,976.29 Motion by Councilmember Juarez, seconded by Councilmember Weiss. Vote: 7-0. Motion carried. 9. Consider Award of Bid :for (6) 2020 Public Safety Vehicles Presenter: Tim Crosswhite, Director of Public Works Staff recommends :bid be awarded to Caldwell Country for four 2020 Chevrolet Tahoe's in the amount of $34,755.00. each for a.total of $139,020.. Staff recommends bid be awarded to Caldwell Country for one 2020 Chevrolet 1500 4k4 Silverado in the amount of $37,310 .Staff recommends: bids be rejected for the fire incident command: vehicle since bid specification- was incorrect. Motion: Move that we award bid to Caldwell Country for four Police Tahoe's and one emergency management vehicle. The Tahoe's in the amount of $34,755 and the emergency management vehicle in the amo.unt of $37,31:0 and reject the one Randall Reed bid for one fire department crew cab. Motion by:Mayor Pro Tem: Blackerby, seconded by Councilmember Juarez Vote: 7-0. Motion carried. 10. Consider Award of Bid for City fleet vehicles Presenter: Tim Crosswhite,.:D.irector of Public. Works Staff recommends bids be awarded as follows: City Council Minutes December 10, 2019 Page 3 of 5 a) Randall -Reed for one 2020 F-250 Utility Truck 4x4 extended cabin: the- amount of $86,690; b) Randall_ Reed for two. 2020 F-250 Utility Truck regular cab in the amount- of $32,740 for a total of $65,480; c) Randall Reed -for one 2020 F-250 Truck 4x4 regular cab in the amount of $28,20.0; and d) -Caldwell Country for three 2020 Chevy Colorado -extended cab in the amount of $23,180 for a total of $69,540. Motion: Move to award the bid to Randall Reed for one 2.020 F-250 Utility Truck 44 extended cab in the amount of $36,69.0; two 2020 F-250 Utility Truck regular cab in the amount of $32;740;-for one 2020 F-250 Truck 4x4, regular cab in the amount of $28,200; and to Caldwell Country for three 2020 Chevy Colorado extended cab in the amount of $23:,1$0. Motion by Councilmember Weiss, seconded by Mayor Pro Tern Blackerby Vote: 6-1. For: Mayor Dunlap,. Councilmembers Williams,. Juarez, King, Blackerby, and Weiss. Against: Councilmember Hastey Motion carried. 11. Consider and Take Necessary Action Regarding Change .Order Request for. the - Community Development Block :Grant Project (CDBG) and Authorize Mayor to sign Presenter: Tim Crosswhite, Director of Public Works Staff recommends authorizing the Mayor to sign a change .order request with T. Gray Utility for the Lift Station- wet well coating system for $43;460 for the. Community Development Block Grant Project. The total :project cost including the construction contract,. change order and water line_ installation by City staff is estimated_ at the original project budget of $322,500. Motion: Move. -to approve change order as presented. Motion by Councilmember Williams, seconded by Councilmember Juarez Vote: 7-0. Works Staff recommends awarding bid to J & M Services for the base bid amount of .$58,741 and to reject Alternate one since it. did not, fall within the OP.C. 373 City Council Minutes December 10, 2019 Page 4 of 5 374 Motion: Move to award bid for Plainview Point Park Site Improvement to J & M Services for $58,741 and authorize Mayor to sign the necessary documents and_to reject the Alternate One parking lot bid. of $59,400 Motion by:Mayor Pro Tern Blackerby, seconded by Councilmember Weiss Vote: 7-0. Motion carried. 13. Consider Award of Bid for Golf Course Cart Path Rehabilitation and Authorize Mayor to sign the necessary documents Presenter: Tim Crosswhite, Director of Public Works Staff reviewed the various, options with Council. Motion: Move to award bid for golf course cart .path rehabilitation and authorize Mayor to sign the necessary documents to Concrete Connection of Plainview for the full amount of $97,178 Motion by Mayor Pro Tern Blackerby, seconded by Councilmember Juarez Vote: 5-2.
