Council Chambers of the Plainview City Hall at 901 Broadway.
Mayor Wendell Dunlap presided. Councilmembers present were Nelda VanHoose-
District 1, :Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5,
Evan Weiss_District 6 and Eric Hastey-District 7. Councilmember Larry Williams -District
2 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Jeff Johnston -Assistant City .Manager, Sarianne Beversdorf-Director of Finance, Tim
Crosswhite-Director of Public Works, Ken Coughlin -Chief of Police, Tim Gibson -Fire
Chief, Isauro Gutierrez -Director of Information Technology, Chase Perry -Code
Enforcement Officer., and Belinda Hinojosa-City Secretary.

Altering the Prima Facie Speed Limit Established for Vehicles.on a Portion of Interstate
Highway 27 Within the Boundaries of the Corporate Limits of the City of Plainview, Texas,
in Accordance with the Texas Transportation .Code Ann., §545.356 (Vernon's 2011);.
Providing for. an Official Designation of a Reduced Speed as a Result of a Traffic
Engineering Study by Signage and other Required Notice; Providing: a Penalty.

Since this was the second of two readings, the Council chose to forego staff briefing and
asked'.for public comment.

The City was: awarded a grant to purchase 9-1-1 Reality Plus Simulator + text + Mapping.
This :simulator will provide quality training for our dispatchers. The City's.10%o match is
$2,992.50.
Motion: Move to accept Lubbock Emergency Communication District Grant and
Authorize Purchase for a 9-1-1 Dispatcher Training Simulator
Motion by Councilmember Weiss, seconded by Councilmember. Juarez
Vote: 7-0. Motion carried.
6. Approve Purchase of 2019 Komatsu Wheel Loader with Clamshell and Hay Bucket
in -the amount of $205,458 from KirbSmith Machinery through the BuyBoard Cooperative
Presenter: Tim Crosswhite, Director of Public Works
Staff recommends approval of*the purchase of 2019 Komatsu WA 320 Wheel Loader
for $205,458 which includes. a trade in of. $30,000 and full preventative maintenance for
the .first three years, a $9,,000 value.
Motion: Move to approve purchase of, 201:9 Komatsu Wheel Loader with Clathshell
and :Hay Bucket in the amount of $205,458 from KirbSmith Machinery through :BuyBoard

7. Consider a resolution -to have a- joint- election on May 2,. 2020, with Plainview ISD
and approval :of the joint election: agreement. — Resolution R20-460:

380 This Resolution authorizes Joint Election Agreement with Plainview Independent School
District. Each entity would be responsible for their own election with each sharing polling
:locations.
Motion: Move to adopt Resolution R20-460
Motion by Councilmember King, :seconded by Councilmember Juarez
Vote: 7-0. Motion carried.
8. Consider and take necessary action, regarding data storage array purchase
aareement between the -City of Plainview and Centre Technologies throuah DIR.contract
Presenter: Isauro Gutierrez, Director of Information Technology
Staff recommends upgrading the data storage array at a cost of $66,659.27 from Centre
Technologies utilizing. the DIR Contract.
Motion: 'Move to authorize data, storage array purchase agreement between the City
of Plainview and Centre Technologies through DIR contract and authorize City Manager
to sign necessary documents
Motion by.Mayor Pro Tern Blackerby, seconded' by Councilmember Hastey
Vote: 7-0. Motion carried.

deliberate the purchase, exchange, lease or value of real property, the public discussion

11. Consider and take 'necessary action regarding the proposed acquisition of real
property for municipal projects:

for Fire Station

Motion: Move to approve purchase of property on 2700 block of Dimmitt Road from 381
Hospital Authority Board for $125,000 and authorize Mayor to execute necessary -
documents
Motion by Councilmember King, seconded by Mayor Pro Tem Blackerby
