Hall at 901 Broadway. Mayor Wendell Dunlap presided. Councilmembers present were Nelda. VanHoose- District 1, -Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, andl Evan Weiss -District 6. Councilmember Eric Hastey- District 7 was absent. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Jeff Johnston -Assistant City Manager, Ken Coughlin -Police Chief, Isauro Gutierrez - Director of Information Technology, Tim Gibson -Fire Chief, Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary. Motion carried. 6. Resolution - cancelling the Mav 2, 2020;. general municipal election and rescheduling the election to. November 3, 2020, as authorized by the March 1.8, 2020 Proclamation by the Governor of the State of Texas Presenter: Jeffrey Snyder, City Manager .Staff recommends postponing the election until November 3; 2020. Consider and take necessary action regarding Interlocal Cooperation Agreement for Application- Development and Administration Services Community Development Program -Fast Fund between the City of Plainview and the South Plains Association of Governments for CDBG Grant Application— Fire Engine Presenter: Jeffrey Snyder, City Manager This Interlocal Agreement is for the sole purpose of authorizing South Plains Association of Governments to develop thegrant application for a fire: engine and provide administrative services on, behalf of the. City.
