Mayor Wendell Dunlap presided. Development- Block Grant Program. (Resolution R20-472) Presenter: Tim Gibson, Fire Chief The Texas Department. of Agriculture has :created a grant program called the Fire, Ambulance, .Service. Truck (FAST) .Fund. The Fire Department is.seeking to replace one of the aging fire engines that. is well into their replacement cycle. The grant application is for an- amount up to $500K-with a required match of $5K that will go towards the Texas CDBG FAST .Prog.ram administrative: activities. Public Comment: None Motion: Move to adopt Resolution R20-472 Motion by Councilmember King, seconded by CounciImember -Juarez Vote: 8-0. , Motion carried. 6. - Resolutio of F I Co Club for the Purpose of Purchasing'Certain Golf Maintenance Equipment for Maintaining, Repairing and Operating the- City of PlainvieWs Municipal Golf Course. (Resolution R207 474 Presenter: Jeffrey Snyder-, City Manager The Board of Directors are requesting $25,000 from -the City to assist with the purchase of equipment to maintain the golf course. The -total purchase price of the equipment is $145K. Public Comment: Charles Starnes asked what happened to the -equipment the Country Club previously owned? He was advised' it was sold to Turf and Soil. Motion: Move to approve Resolution R20-474 City Council Minutes April 14, 2020 Page 2 of 3 Motion by Mayor Pro Ter Rackety, seconded by Councilmember VanHoose - 41 1 Vote: 8-0. Motion carried. 7. Consider renewing Agreement between the City of Plainview and Retail Strategies for retail recruitment services Presenter: Jeffrey Snyder,: City Manager J. In February 2019, the City Council approved an :agreement for retail recruitment services With -Retail Strategies, Staff recommends approval of the renewal agreement for an additional year with Retail Strategies to provide retail consulting services for the City in the amount of $30K. Public Comment: None Motion: Move :to renew the agreement between the City of Plainview and Retail Strategies. for retail recruitment services for the next twelve months. Motion by Councilmember Williams, seconded by Councilmember Juarez Vote: 8-0. Motion carried. 8. Consider- Professional Services. Agreement between, the City of -.Plainview and Parkhill.'Smith & Cooper for design services on the East Basin :Mixer at the Wastewater Treatment Plant Presenter: Paul Kite, Assistant Director of Utilities Staff recommends authorizing the Professional' Services Agreement= in the amount of $135,000 for design services to replace.two aerators in the East basin. Public Comment: None Motion: Move to enter into Professional Services Agreement between the City of- Plainv'iew and Parkhill Smith &:.Copper for design_ services on the East Basin Mixer at the Wastewater Treatment Plant .Motion by Councilmember Weiss, seconded by Mayor Pro Tem Blackerby Vote: -8-0.
