CITY COUNCIL MEETING
City of Plainview
June 9, 1998
The Plainview City Council held a meeting at 7:30 p.m., Tuesday, June 9, 1998 in the Council Chambers of the
Plainview City Hall at 901 Broadway. The Council met in Pre-Session at 7:00 p.m. Mayor Lloyd C. Woods presided.
Councilmembers present were: Sam Parker-Precinct 1, Mary Jane Shanes-Precinct 2, Rey Roms-Precinct 3, Mike
Hutcherson-Precinct 4, Ross Owen-Precinct 5, Bobby R. McGehee-Precinct 6 and'Irene Favila-Precinct 7.
Staff members present were: Jim Jeffers-City Manager, Cindy Gasaway-Administrative Assistant, Ches Carthel-
Director of Public Works, John Castro-Director of Community Services, Will Mull-Police Chief, Dale Simpson-Civil
Service Director, Wally Hatch-City Attorney, and Karen McBeth-city secretary.

Invocation - The Honorable Mike Hutcherson
Pledge of Allegiance - Boy Scout Taylor Hutcherson
2. Recognitions - Raymond Hooks and Ruth Ann Keesee of the Chaparral Car Club were recognized for
donating $4,000 to Plainview Meals-On-Wheels from proceeds of their car show. They presented the money to Teresa
Topper, executive director of Meals-On-Wheels.
The city secretary read a proclamation issued by Mayor Woods declaring June 14, 1998 as National Flag Day.
3. Consent Calendar - Councilmember Ross Owen made a motion to approve the Consent Calendar. The motion
was seconded by Councilmember Hutcherson and passed unanimously by the Mayor and all seven Councilmembers
present.

Budget Amendment - Wastewater Treatment Plant. Ordinance No. 98-3172. An
Ordinance amending Ordinance No. 98-3135 to appropriate funds in the 1997-1998
Budget for the operation and maintenance of the wastewater treatment plant. Second
reading. Passed and approved.
f)
Consider award of bids for the purchase of a Tub Grinder in the Sanitation
Department to assist in recycling efforts. Tabled.

4. Zone Case No. 657 (1620 N. Quincy) Specific Use Permit. Ordinance No. 98-3171. An

OrdinanCe authorizing the issuance of a Specific Use Permit to operate a personal care home
(custodial care) in a R-2 (Residential) District, generally known as 1620 N. Quincy;
Cumulativeness clause; Conflicts clause; Severability clause; And effective date. Second
reading.
Counciimember Hutcherson moved to approve Ordinance No. 98-3171 and Councilmember Rosas
seconded the motion. John Castro, Director of Community Services, reviewed the ordinance which
authorizes a Specific Use Permit for a custodial care home in a residential district. He said the
Planning and Zoning Commission recommended its approval and no one in the neighborhood
registered any opposition. There was no comment or discussion. Mayor Woods, Councilmembers
Parker, Shanes, Rosas, Hutcherson, Owen, McCJehee and Favila voted yes on the motion to approve.
None voted no. Ordinance No. 98-3171 passed.
Zone Case No. 658 (501 W. 6th) Specific Use Permit. Ordinance No. 98-3158. An
OrdinanCe authorizing issuance of a Specific Use Permit to operate a storage warehouse and
sales facilitY in a C-3 (Commercial) District, generally known as 501 W. 6th St.;
Cumulativeness clause; Severability clause; And effective date. Second reading.
Councilmember McGehee moved to approve Ordinance No. 98-3158. Councilmember Favila
seconded the motion. Director of Community Services John Castro reviewed the ordinance stating
there was no opposition and the Planning and Zoning Commission recommended approval. There
was no comment or discussion. Mayor Woods and Councilmembers Parker, Shanes, Rosas,
Hutcherson, Owen, McGehee and Favila voted yes to the motion. No one voted against. Ordinance
No. 98-3158 was approved.
Zone Case No. 659 (3420 Olton Road) Specific Use Permit. Ordinance No. 98-3167. An
Ordinance authorizing the issuance of a Specific Use Permit to allow for a private club in a
Commercial General Business (C-3) Zoning District, generally known as 3420 Olton Road;
Cumulativeness clause; Severability clause; And effective date. Second reading.
Councilmember Owen moved to approve Ordinance No. 98-3167 and Councilmember Hutcherson
seconded the motion. John Castro reviewed this proposed Specific Use Permit and Ordinance. He
said there were comments from the residential neighborhood against this permit, but he said most of
the objections were addressed in the ordinance, specifically the noise, trash, delivery trucks, and
people coming and going from the back door. Mr. Castro said the location, parking and licensing
meets all of the legal requirements. There was no discussion or public comment. The Mayor and
Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen, McGehee and Favila voted in ~'avor of
the motion to approve. None voted against. Ordinance No. 98-3167 was approved.
School Zone. Ordinance No. 98-3174. An Ordinance of the City of Plainview, Texas,
designating a portion of West 24th Street between Houston Street and Kokomo Street as a
School Zone; Providing for a penalty; Cumulativeness clause; Conflicts clause; Severability
clause; And effective date. First reading.

Councilmember Owen moved that Ordinance No. 98-3174 be approved. Councilmember Rosas
seconded the motion. Police Chief Will Mull told the Council the police department received a
request for a school speed zone in the 900 to 1100 block of 24th Street adjacent to Coronado School.
The speed limit is now 40 mph and the school zone would reduce it to 25 mph. He said the school
zone will be designated with flashing lights. Councilmember Owen said this is a very congested area
and stated the City should continue efforts to work with the Plainview Independent Schools to find
a solution, especially the proposed road West of the school. Mayor Woods and Councilmembers
Parker, Shanes, Rosas, Hutcherson, Owen, McGehee and Favila voted to approve. None voted
against. Ordinance 98-3174 passed.
Open Forum. Hear citizens requests and comments per Open Forum Policy. No one spoke
during the Open Forum.
Adjournment. Councilmember Hutcherson moved to' adjoUrn the meeting and
Councilmember Rosas seconded the motion. The motion carried unanimously among the
Mayor and seven councilmembers present. Mayor Woods declared the meeting adjourned at
7:45 p.m.
