CITY COUNCIL MEET1NG
City of Plainview
March 10, 1998
The Plainview City Council held a meeting at 7:30 p.m., Tuesday, March 10, 1998 in the Council
Chambers of the Plainview City Hall at 901 Broadway. The Council met in Pre-Session at 7:00 p.m.
Mayor Lloyd C. Woods presided. Councilmembers present were: Larry Dickerson-Precinct 1, Mary
Virginia Kirchhoff-Precinct 2, Rey Rosas-Precinct 3, Ross Owen-Precinct 5, and Bobby R. McGehee-
Precinct 6. Councilmembers Mike Hutcherson-Precinct 4 and Irene Favila-Precinct 7 were absent.
Staff members present were: Jim Jeffers-City Manager, Ches Carthel-Director of Public Works, Dale
Simpson-Director of Civil Service, Gary Glass-Fire Chief, Wally Hatch-City Attorney, Cindy
Gasaway-Administrative Assistant, John Castro-Director of Community Services, Will Mull-Police
Chief and Karen McBeth-city secretary.

3. Consent Calendar - Mayor Woods made the motion to approve the Consent Calendar as
presented. The motion was seconded by Councilmember Kirchhoff. All five Councilmembers present
and the Mayor voted for the motion.

Minutes of February 19, 1998 and February 24, 1998 were approved.
Departmental Reports were accepted.
Expenditures were approved.
Excused Absences were granted to Larry Dickerson and Mike Hutcherson for the
Work Session of March 5, 1998, and for Mike Hutcherson and Irene Favila for this
meeting.

Ordinance No. 98-3159. Parks Advisory Board Amendment. An ordinance
amending Section 18-101, entitled Board Created; Membership, Parks Advisory
Board, of the Code of Ordinances of the City of Plainview, Texas; Severability clause;
Cumulativeness clause; Conflicts clause; And effective date. Second Reading. The
Ordinance was passed.

Ordinance No. 98-3160. Electrical Code Ordinance - Amendment. An ordinance
of the City of Plainview, Texas, amending the electrical code to allow for the use of
liquid tight, flexible, non-metallic conduit; Cumulativeness clause; Conflicts clause;
Severability clause; And effective date. Second Reading. The Ordinance was passed.

Ordinance no. 98-3161. Budget Amendment - Wastewater Treatment. An ordinance
amending Ordinance No. 97-3135 to appropriate funds in the 1997-1998 Budgetfor
the operation and maintenance of the wastewater treatment plant. Second Reading.
The Ordinance was passed.
h)
Resolution R98-103. A Resolution of the City of Plainview, Texas, establishing a
regular sChedule for Mayor/City Council Retreats. The Resolution passed.
i)
Consider authorization to enter a contractual relationship with the South Plains
AsSociation of Governments for recycling. Authorization was approved.
REGULAR AGENDA ITEMS
Zone Case No. 653 (1914 W. 18th) Specific Use Permit. Ordinance No. 98-3157. An
Ordinance authorizing the issuance of a Specific Use Permit to operate a personal care home
(custodial Care) in an R-1 (residential) zoning district, generally known as 1914 W. 18th
Street; Cumulativeness clause; Conflicts clause; Severability clause; And effective date.
Second Reading.
Mayor Woods said this ordinance has been discussed at a prior meeting and asked the Council if they
had any questions or comments. There were none. Councilmember Dickerson made the motion to
approve Ordinance No. 98-3157. Councilmember Owen seconded the motion. Councilmembers
Dickerson, Kirchhoff, Rosas, Owen, McGehee and the Mayor voted yes on the motion. None voted
against.
Ordinance No. 98-3162. An Ordinance of the City of Plainview Calling and Setting the
date for the regular municipal election; Designating precincts and polling places for
precincts 1, 2, 3, 4, 5, 6 and 7; Designating the election of a Councilmember for precincts 1,
2, 3, and 4 respectively; Designating the election of a Mayor; Designating early voting ballot
board judge; Setting hourly rate for election officials; And posting notice of election. First
Reading.
Councilmember McGehee made the motion to approve Ordinance No. 98-3162. Councilmember
Dickerson seconded the motion. City secretary Karen McBeth told the Council the regular municipal
election would be on May 2, 1998, and the Ordinance was required to officially call the election,
designate polling places, and other specifics required for the City to hold its election. She asked if
there were any questions regarding the Ordinance. There were none.

The Mayor and Councilmembers Dickerson, Kirchhoff, Rosas, Owen and McCJehee voted yes on the
motion. None voted against.
Open Forum. Hear citizens requests and comments per Open Forum Policy. No one spoke
on the Open Forum.

Adjournment. Councilmember McGehee moved to adjoum the meeting and Councilmember
Dickerson seconded the motion. The motion passed unanimously. Mayor Woods declared
the meeting adjourned at 7:35 p.m.
