HomeMy WebLinkAbout98 0205 min MINUTES CITY COUNCIL WORK SESSION February 5, 1998 The Plainview City Council met in a Work Session at 11:30 a.m., on February 5, 1998, at the Plainview Convention Center. Mayor Lloyd C. Woods presided. Councilmembers present were: Larry Dickerson-Precinct 1, Mary Virginia Kirchhoff-Precinct 2, Rey Rosas- Precinct 3, Mike Hutcherson-Precinct 4, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6 and Irene Favila-Precinct 7. Staff members present were: Jim Jeffers-City Manager, Norman Huggins-Director of Finance, Gary Glass-Fire Chief, Cindy Gasaway-Administrative Assistant, John Castro- Director of Community Services, Wally Hatch-City Attorney, William Mull-Police Chief, and Karen McBeth-city secretary. News media present: Richard Orr-Plainview Daily Herald. THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN: Mayor Woods called the meeting to order at 11:35 a.m. The Council and Staff reviewed the agenda of the scheduled City Council Meeting of February 10, 1998, and then heard the City Manager's reports. LIAISON REPORTS: Mayor Woods attended the TML Small Cities Problem Solving Clinic in Muleshoe. Councilmember McGehee attended also. The Texas Municipal League had part of its legal staff in attendance and a discussion was held on Conflicts of Interest. Executive Director Frank Sturzl gave the group information on annexation. It was a worthwhile meeting. COMMUNITY CENTER IN SEVENTH STREET PARK: The Women's Building n the Seventh Street Park was given to the City. The building is in need of repair before it can be used as a meeting place. The question of whether it would be wiser, and less costly, to repair the existing building or have the old building removed/demolished and build a new one needs to be addressed. Mr. Jeffers told the Council a new building may be built for the same money it would take to make the old building safe and usable, but the new building may be smaller than the existing building. He said the Director of Finance Norman Huggins discussed with David Wilder, making application for funding from the Mayer Foundation. Mr. Jeffers suggested the Council may want to study building a facility a little larger than the proposed one, and perhaps a nicer one that could be used for functions such as wedding receptions. Councilmember McGehee asked how a new facility would be used? Mr. Jeffers said the same as other buildings in City parks that are rented out. Councilmember Owen asked if there was a problem with vandalism of Park buildings? Mr. Jeffers replied, not much. Mr. Jeffers said he will keep the Council informed on the progress of plans regarding this building, and administration would apply for funding from the Mayer Foundation. HIGHLAND SCHOOL ZONE: The Mayor and City Manager recently received complaints from an individual regarding traffic at Highland Elementary on Quincy Street. The person is requesting a school zone speed limit be posted. Mr. Jeffers said the police department is studying the situation and will give a report at the next Work Session. Mrs. Northcutt, principal of Highland school has formally requested a speed zone be posted. AGENDAS FOR WORK SESSIONS: Mr. Jeffers told the Council at one time, Work Sessions were regular Council Meetings and detailed agendas were posted. At the time Work Sessions were no longer Council Meetings where action could be taken, the agenda format became City Manger reports. A review of the Texas Open Meetings Act suggests this is a gray area and topically detailed agendas will again be posted for Work Sessions. There will continue to be reports and staff will provide information as they do now, it will just be much more clearly defined.
