PLAINVIEW CITY COUNIL
January 8, '1998
The City Council of the City of Plainview met in a Work Session on January 8, 1998, at
11:30 a.m. at the Plainview Country Club and Convention Center. Mayor Lloyd C. Woods
presided. Councilmembers present were: Larry Dickerson-Precinct 1, Mike Hutcherson-
Precinct 4, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6and Irene Favila-Precinct
7. Absent were Councilmembers Mary V. Kirchhoff-Precinct 2 and Rey Rosas-Precinct 3.
Staff members present were: Jim Jeffers-City Manager, Dale Simpson-Civil Service
Director, Del Essary-Solid Waste Superintendent, John Castro-Director of Community
Services, Gary Glass-Fire Chief, Wally Hatch-City Attorney, Ches CartheI-Director of
Public Works, Norman Huggins-Director of Finance, Pat Hernandez-Municipal Court
Judge, William Mull-Police Chief and Karen McBeth-city secretary.
News media present: Richard Orr-Plainview Daily Herald.
At 11:40 a.m. Mayor Woods called the meeting to order. Councilmember Favila gave the
Invocation. The Council and Staff reviewed the agenda for the Council Meeting of January
13, 1998. The Council then heard the City Manager reports.
Liaison Reports: There were none.
Blue Box Report: Del Essary, Solid Waste Superintendent, told the Council there are 21
Blue Box drop off points for recycling throughout the City, 162 more Blue Boxes in alleys
for selected neighborhoods and 36 more Blue Boxes will be added in Westgate and
Frisco neighborhoods and in the Itasca/S.W. 3rd area. At the present time there are 20
Blue Boxes in surrounding small towns. Councilmember McGehee asked if there was a
lot of trash mixed in with the recyclables? Essary said about 20% of the Blue Box contents
are taken to the landfill. As of today, the company that takes the recycling goods is full.
Councilmember Owen asked how often the Blue Boxes are emptied? Essary said
normally, once a week.
Green Fees: City Manager Jim Jeffers said the City has received a letter from the
Plainview Municipal Country Club stating they are raising the golf course green fees on
week days, weekends after 10:00 a.m, The contract the City has with the Country Club
states they must notify the City of any rate increases, the City has the right to comment,
but they do not need Council approval. Councilmember Owen said these proposed rates
are not out of line when compared to area golf courses. The Council did not request any
further information on this topic. Jeffers stated he would send a letter to PCC stating the
City declined comment.

S.A.F.E. Program: Mr. Jeffers told the CounciI the YMCA is interested in running the
summer S.A.F.E. program this next summer, if the Council is interested. Mr. Jeffers said
Richard Galle, YMCA Director, wants to start planning now, so the project will be well
organized. Councilmember Favila said she wants the City to continue funding $20,000
and let the YMCA run it. She said it reaches about 600 children who would otherwise be
at home or not well supervised. Councilmember Owen questioned the full $20,000 being
given to one project. He said some of the money might be given to some other youth
function. Councilmember Favila said the City does not fund the entire S.A.F.E. program,
other entities supply funds and services also. She said the "Y" is expensive.
Councilmember Owen said that membership fees in the "Y" are based on ability to pay,
and no one is turned away, and the "Y" operates year round. This topic is to be placed on
the January 27, 1998 agenda.
There was no further discussion. Mayor Woods adjourned the meeting at 12:45.
