11:30 a.m., at the Plainview Convention Center, 2902 W'..4th Street.
Mayor Wendell Dunlap presided. Councilmembers -present were Nelda VanHoose-
District 1; :Norma Juarez -District 3, Teressa King -District 4; Susan Blackerby-District 5,
Evan Weiss -District 6 and -Eric Hastey-District 7. Councilmember Larry Williams -District
2 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Ken Coughlin -Police Chief-, Isauro Gutierrez -
Director of Information Technology, Tim Gibson -Fire Chief, Melinda Brown -Main Street
Manager, Sarianne Beversdorf-Director of Finance and Judy Rasher -Community

from Columbia -Street to the Dimmitt Highway for the 241h Street Project

a) Discuss amending Resolution R20-471 clarifying and/or implementing
additional restrictions and regulations regarding the Public Health Emergency'

g) Convene into closed :session pursuant to Texas Gov't Code § 551.087 to
discuss or deliberate regarding an offer of a financial or other incentive to a
business prospect that the City seeks to have locate,. stay, or expand 'in or near
the territory of'the City of Plainview.
h) Convene into closed session pursuant to Texas Gov't Code § 551.072 to
deliberate the purchase, exchange, lease or value of "real property, ttie public
discussion of which would -not be in -the best interest of the City's bargaining
position with third parties.
