PLAINVIEW CITY COUNCIL MF.F. TING
November 11, 1997
The Plainview City Council met at 7:30 p.m. in a Precinct 7 Council Meeting on Tuesday November
11, 1997. Councilmember Irene Favila, Precinct 7, hosted the meeting at Thunderbird Elementary
School, 1200 West 32"d St. The notice and agenda for this meeting was posted at 5:00 p.m. on
November 4, 1997 at City Hall, and action may be taken on each item listed. Mayor Lloyd presided.
Councilmembers present were: Larry Dickerson-Precinct 1, Mary Virginia Kirchhoff-Precinct 2, Rey
Rosas~Precinct 3, Mike Hutcherson-Precinct 4, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6,
and Irene Favila-Precinct 7.
Staffmembers present were: Jim Jeffers-City Manager, Dale Simpson-Director'of Civil Service, CheS
Carthel-Director of Public Works, Gary Glass-Fire Chief, Will Mull-Police Chief, Wally Hatch-City
Attorney, Norman Huggins~Director of Finance, Cindy Gasaway-Administrative Assistant, and Karen
McBeth-city seretary.

OPEN MEETING
Invocation - The Honorable Ross Owen.
Pledge of Allegiance - The Honorable Rey Rosas
Recognitions - Ches Carthel recognized John Hooten, an employee of the City at the Landfill
for 20 years, as being a most valuable employee. Mr. Hooten is always courteous and is very
kind to everyone he works with and to the customers who come to the Landfill. Mr. Hooten
was recently inducted into the Plainview Daily Herald's Citizens Hall of Fame.
Consent Calendar - Councilmember Kirchhoff made a motion to approve the Consent
Calendar as presented. Councilmember Rosas seconded the motion. The Mayor and
Councilmembers of Precincts 1, 2, 3, 4, 5, 6 and 7 voted in favor of the motion.

Minutes of October 23, 1997 Work Session and October 28, 1997 Council Meeting
were approved.
Departmental reports were approved.
Expenditures were approved.
Excused Absences. None were requested.
Resolution No. 97- t22. A Resolution of the City Council of the City of Plainview,
Texas, casting votes for the candidates to serve on the ltale Connty Appraisal
District Board of Directors. The Resolution was approved, with 703 votes cast for
Mary Virginia Kirchhoff and 703 votes cast for Bobby McGehee.

Consider authorizing the Mayor to execute Texas Department of Health document
No. 7560006391-98, as it pertains to health services with Plainview-Hale County
Health Department. The Mayor was authorized to sign:

Consider award of the City of Plainvew Medal of Honor. Decision was made to
give award according to policy adopted by council, to Gilbert Garcia.
REGULAR AGENDA ITEMS
4. Precinct 7 Meeting, hosted by Councilmember Irene Favila. Councilmember Favila welcomed
everyone on behalf of the Mayor, City Council and the City of Plainview. She thanked Mrs. Jimye
Sadler, principal of Thunderbird Elementary, for allowing the Council use the school for the meeting
and she thanked Mrs. Lisa Rogers, president of the Thunderbird P.T.A. for furnishing refreshments.
Mrs. Favila reminded everyone that today is Veterans Day, and she was glad to see many veterans
in the audience. She opened the floor to those in the audience with questions or concerns about the
City..
Maria Porras, 1214 Portland, stated she had a problem with the Police Department. Recently her son
was assaulted by four juveniles, but their parents were not informed. She said their parents should be
told so they can be responsible. She said it was reported to the police, but the officer made it seem
he was too busy to bother with her problems. Councilmember Favila told Mrs. Porras this would be
looked into and she will get back with her on this problem.
Ray Garcia, 614 West 20~, had a complaint about the trash left in the alley and in the streets. He said
there should be some way to determine who is doing this and fine them. He stated he has cleaned up
and picked up trash in the alley, yard and street for over a year. He said people dump their trash in
the alley if the dumpsters are full and people do not dose the lids on the dumpsters and this allows
trash to blow everywhere. Mr. Garcia also had a complaint about theday of the month he receives
his water bill. He said the bill was late by the time he got his social security check every month to pay
Woody Spencer, 1315 West 32®, inquired when 32~ Street to Quincy Street would be paved. Mayor
Woods told him this will be done next Spring. Ches Carthel, Director of Public Works, said it would
probably be May when paving is started. Mr. Spencer thanked the Mayor and Council.
Ray CJarcia, 614 West 20~, asked if the City could do anything about the dips at 11~h and Joliet. Ches
Carthel, said yes, the City has a new machine that can plane the edges of the dips, making the angle
lower. The dips in the streets are necessary for the City to drain rain and snow, because Plainview is
so flat.
Mrs. Irma Luna, 910 West 25th, was concerned that many small children play outside on her block,
between Houston and Joliet, and wanted to know if a sign could be erected saying "Children At

Play"or "Think Child Safety." Fire Chief Gary Glass said the "Think Child Safety" signs were paid
for by citizens, but the City does put the signs up. He said anyone interested in a "Think Child Safety"
sign could contact Don Burress at the Fire Department.
Norma Tijerina, 1113 West 29~, was concerned about 2~ Street, between Lexington and Joliet being
very dark. She said there was no street light and asked if the City would see about putting one up.
Mrs. Favila said this would be looked into.
Nelly Moreno, 603 West 20~, said her street needed a "children playing" sign also. She said one that
said "slow" or "caution" would be good. She stated she liked the blue signs saying "Think Child
Safety" most. She asked why some people got ticketed for having junk vehicles and others did not.?
She said she wanted to know how to learn about City codes, and about what repairs a homeowner
could do themselves. She did not understand why some things can be put in the landfill with just a
copy of the water bill, but other things - like shingles- had to be paid for: Ches Carthel, Director of
Public Works, explained that in 1996, the Council passed an ordinance requiring demolition debris
going into the landfill be paid for by the ton, and not allowed in as a water/sewer/landfill customer.
Anything that is non-biodegradable can be taken to the Baker pit on Joliet. Henry Galvan, Refuse
Foreman, reminded everyone the City has a Loan-A-Truck program that citizens can sign up for and
the City will dump it for them, at no charge. John Castro, Dkector of Community Services, explained
the procedure for handling these code administration complaints.
There were no further comments or questions from the audience and Mrs. Favila turned the meeting
back to Mayor Woods.
Consider authorizing the Mayor to execute a contract for administrative support with the
Plainview/Hale County Crime Stoppers. Councilmember Ross Owen moved to authorize
the Mayor to execute such a contract and Councilmember Rey Rosas seconded the motion.
Mrs. Judy Hartley, 1309 Jefferson, past president of Crime Stoppers, thanked the Mayor and Council
for their past support. She said the Crime Stoppers organization has paid out $12, I00 in rewards,
resulting in 60 arrests, and $12,965 in recovered property, so far this year. She said Crime Stoppers
organization helps with the Neighborhood Watch program, the Blue Eyes program, Student Crime
Stoppers and the Turn Around Plainview program. She told the Council this past year has been a
successful one for Crime Stoppers and they appreciate the cooperation and help the City of Plainview
has given them. There was no discussion by the Council. Councilmembers from Precincts I, 2, 3, 4,
5, 6 and 7 voted in favor of the motion to authorize the Mayor Pro Tem to execute the contract. No
one voted against the motion. The Mayor did not vote.
Ordinance No. 97-3144. An Ordinance amending Ordinance No. 97-3135, to appropriate
funds in the 1997-1998 budget for the operation and maintenance of the water treatment
plant and the wastewater treatment plant. First reading. Councilmember McGehee moved
to approve Ordinance No. 97-3144 for the first reading. Councilmember Favila seconded the
motion.

Director of Public Works, Ches Carthel explained the additional funds are to address some items that
are re~quired under the Administrative Order issued by the Environmental Protection Agency. The
ordinance appropriates $2,000 for education of lab personnel and $5,000 for the replacement of an
autoclave. The Mayor and Councilmembers of Precincts 1, 2,3,4,5, 6 and 7 voted in favor of the
motion to approve. No one voted against.
7. Open Forum. No one spoke on the Open Forum.
Closed Session. Deliberate the appointment, employment, evaluation, reassignment or duties,
removal, discipline or dismissal of a public officer or employee, board, commission, or
committee member, or to hear complaints or charges. (Senior Citizens Commission, Minimum
Housing Board). A Closed Session was not held.
Boards, Committees and Commissions. Consider appointments to: Seniors Citizens
Commission, Minimum Housing Board. No appointments were made.
10.
Adjournment. Councilmember Hutcherson made a motion to adjourn the meeting.
Councilmember Owen seconded the motion. The motion carried unanimously among all seven
Councilmembers present. Mayor Woods declared the meeting adjourned at 8:20 p.m.
