HomeMy WebLinkAbout97 1106 minWORK SESSION MINUTES PLAINVIEW CITY COUNCIL November 6, 1997 The Plainview City Council met in a Work Session on Thursday, November 6, 1997, at 11:30 a.m. at the Plainview Convention Center. The notice for this meeting was posted at 5:00 p.m. on October 27, 1997. Mayor Lloyd C. Woods presided. Councilmembers present were: Larry Dickerson-Precinct 1, Mary Virginia Kirchhoff-Precinct 2, Rey Rosas- Precinct 3, Mike Hutcherson-Precinct 4, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6 and Irene Favila-Precinct 7. Staff members present were: Jim Jeffers-City Manager, Cindy Gasaway-Administrative Assistant, Gary Glass-Fire Chief, John Castro-Director of Community Services, Cesar Cervantes-Nurse Administrator, Wally Hatch-City Attorney, Darryel Pierce-Water Treatment Plant Superintendent, Charles PomykaI-Water Reclamation Superintendent, Norman Huggins-Director of Finance, Will Mull-Police Chief, and Karen McBeth-city secretary. THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN Call to Order. Mayor Woods called the meeting to order at 11:30 a.m. Councilmember Rey Rosas gave the Invocation. Council and Staff reviewed the agenda for the City Council Meeting scheduled for November 11, 1997, which will be held at Thunderbird Elementary School, with Councilmember Irene Favila hosting the Precinct 7 meeting. A discussion was held on the EPA Administrative Order, as such pertained to the budget amendments in the water and sewer deartments. Liaison Reports: Councilmember Kirchhoff reported 23 sites were cleaned on Make A Difference Day. Mrs. Kirchhoff attended the TML Annual Conference this past week and said it was one of the best conferences she has attended. Councilmember Mike Hutcherson reported Mrs. Kirchhoff moderated one of the session at the TML Conference and did an excellent job. Councilmember Favila reported the Housing Authority now scheduled its meetings at the same time as the City Council Work Sessions, so she is not able to attend. Mayor Woods said he would speak to the chairman of the Housing Authority and see if this issue could be addressed. City Council Retreat: City Manager Jeffers reminded the Council of the scheduled Retreat on Monday, November 10, 1997. Jim Jeffers updated the Council on the termination of former Parks Superintendent, Carl Holland. A discussion was held concerning the events surrounding his dismissal and possible steps necessary to prevent future problems of this nature. The water contract with Excel is still in negotiations according to Jeffers. Councilmember McGehee suggested that the contract be negotiated slowly with much thought and consideration. John Castro has completed a review of multi-family dwellings, as commissioned by the City Council. It was suggested that Staff be allowed to narrow down the perspective development companies for presentation to the Council. Ches Carthel, Wally Hatch and Jim Jeffers attended an EPA Show Cause Hearing in Dallas, Texas. The trio entered the meeting optimistic, yet unsure of the outcome. The City was given until January 21, 1998, to provide supplemental information requested by the EPA. Tuesday, December 9, 1997, after the scheduled City Council Meeting, Councilmember Hutcherson will host a Christmas Party at his home.
