Reading.
The motion to approve Ordinance No. 97-3143 was made by Councilmember Dickerson
and seconded by Councilmember McGehee. Councilmember Favila has declared a
Conflict of Interest regarding this agenda item and even though she is absent, if she were
here she would not participate in the discussion or the voting. City Manager said there is
a precedent for waiving the building permit fees, the Council waived them twice before a
few years ago for M.E.T., Inc. The purpose of waiving the fees is to allow all of the
rehabilitation funds to be used on the houses and not on administrative fees. Mayor
Woods asked how many houses are planned for rehabilitating. The City Manager said 14
houses in all, but 4 are in Plainview and will be affected by this ordinance. Councilmember
McGehee asked if the houses will be required to meet city code and will they have to get
the permits, even though they will not be paying for them? Chief Building Inspector Larry
Gould told him yes, they get the permits, the houses are inspected and they must meel city
code like all other buildings. The Mayor and Councilmembers Dickerson, Kirchhoff,
Hutcherson, Owen and McGehee voted in favor of the motion to approve, with no votes
against the motion.
