TING City of Plainview January 23, 1997 The Plainview City Council held a SPECIAL MEETING 11:30 a.m., Thursday, January 23, 1997 at the Plainview Country Club and Convention Center, 2902 West 4th Street, Plainview, Texas. Mayor Lloyd C. Woods presided. Councilmembers present were: Mary Virginia Kirchhoff-Precinct 2, Rey Rosas-Precinct 3, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6, and Irene Favila-Precinct 7. Councilmember Mike Hutcherson-Precinct 4, was given an excused absence. Staff members present were: Jim Jeffers-City Manager, Ches Carthel-Director of Public Works, Cindy Gasaway-Main Street Coordinator, Gary Glass-Fire Chief, Barbara Osborne-Municipal Judge, Wally Hatch-City Attorney, Norman Huggins-Director of Finance, Interim Police Chief Will Mull and Karen McBeth-City Secretary. Guests present were: Councilmember Elect Larry Dickerson and Pete Strom, Manager of TCA Cable. New media present: Richard Orr with Plainview Daily Herald and Phil Hamilton of the Lubbock Avalanche-Journal. OPEN MEETING 1. Invocation - The Honorable Mary Virginia Kirchhoff Special Election Official Canvass. Resolution No. R97-100. A Resolution of the City of Plainview, Texas, canvassing the returns and declaring the results of a Special Election held on January 18, 1997, to elect a City Councilmember for Precinct 1. Mary Virginia Kirchhoff, Precinct 2 Councilmember, made a motion to adopt Resolution No. R97-100. Councilmember Rey Rosas seconded the motion. City Manager Jim Jeffers explained that the resolution confirms that of the two candidates in the January 18, 1997, special election of a Councilmember for Precinct 1, Larry Dickerson received 78 votes and Quermoth Dunlap received 72 votes. The resolution declares Larry Dickerson the winner. Mayor Woods called for a vote. The Mayor and six Councilmembers presented voted in favor of the motion. The resolution passed. 1 of 2 3. Adjournment. Councilmember Irene Favila moved the Special City Council Meeting adjourn. Councilmember Bobby McGehee seconded the motion which carried unanimously.
