SPECIAL CITY COUNCIL MEETING
City of Plainview
January 9, 1997
The Plainview City Council held a Special City Council Meeting at 11:30 a.m., on Thursday,
January 9, 1997, at the Plainview Convention Center, 2902 West 4th St., Plainview, Texas. Mayor
Lloyd C. Woods presided. Councilmembers present were: Mary Virginia Kirchhoff-Precinct 2, Rey
Rosas-Precinct 3, [X/tike Hutcherson-Precinct 4, Ross Owen-Precinct 5, Bobby R. McGehee-Precinct
6, and Irene Favila-Precinct 7.
Staff members present were: Jim Jeffers-City Manager, Interim Police Chief-Will Mull, Cindy
Gasaway-Main Street Coordinator, Gary Glass-Fire Chief, Wally Hatch-City Attorney, Norman
Huggins-Director of Finance, John Castro-Director of Community Services, and Karen McBeth-City
Secretary.
News media present: Phil Hamilton-Lubbock A-J and Richard Orr-Plainview Daily Herald.
Guests present: Quennoth Dunlap and Ronda Obenhaus
ACTION MAY BE TAKEN ON THESE ISSUES
1. Zone Case 635. Ordinance No. 96-3105. An Ordinance amending the zoning map of the
City of Plainview, Texas to rezone property located at 1209 Quincy from an R-l, Single Family
Residential district to a C-2, Light Retail and Commercial Zoning District; Cumulativeness clause;
Conflicts clause; Severability clause: And effective date. Second and final reading. Councilmember
Ross Owen made the motion that Ordinance No. 96-3105 be approved. Councilmember Bobby
McGehee seconded the motion.
Director of Community Services John Castro reviewed the proposed ordinance. He explained that
the Pregnancy Crisis Center has had to move their offices to a new location and have acquired a
residence at 1209 Quincy they propose to renovate to offices. To accomplish this, it must be rezoned
from single family residence zoning to fight retail and commercial zoning. The request has been
approved by the Planning and Zoning Commission and there were no objections from the
neighborhood. Mr: Castro said the building was in good shape and presented no code enforcement
problems.
Mayor Woods called for the vote and all six Councilmembers and the Mayor voted in favor of the
motion, with none voting against it. The ordinance was approved for its second and final reading.

2. Adjourn. Ross Owen moved to adjourn the Special Meeting. Rey Rosas seconded the
motion. The motion carried unanimously among the six Councilmembers present and the Mayor.
The meeting was adjourned at 11:43 a.m.
