MINUTES
PLAINVIEW CITY COUNCIL SPECIAL MEETING
December 12, 1996
The City Council of the City of Plainview met in a Special. City Council Meeting at 11:30 a.m.
in the McClung Center on the Wayland Baptist University campus. This is a joint meeting of the
Plainview .City Council, the .Planning and Zoning Committee for the City of Plainview and
Wayland Baptist University.
Councilmembers present were: Mary Virginia Kirchhoff-Precinct 2, Rey Rosas-Precinct 3, Ross
Owen-Precinct 5, Bobby R. McGehee-Precinct 6, and Irene Favila-Precinct 7. Mayor Lloyd
Woods presided. Mike. Hutcherson, Councilmember from Precinct 4 was not present.
Citystaff members present were: Jim Jeffers-City Manager, John Castro-Director of Community
Services, John Berry-Assistant Director of Public Works and Cindy Gasaway-Main Street
Director.
Members of the Planning and Zoning Commission present were: Brandon Brownlee, David
Julian,. Robert Carter, Peter Moll, .Gene Hembree, and Jim Graham.
Wayland staff members present were: Wallace Davis-President, Ernie Clark, Bill Hardage, Terry
Sanders, and David Smith.
News media present: Phi1Ramilton-Lubbock Avalanche Journal.
Wallace Davis, President of Wayland Baptist University, presented the "Spanning the Centuries
Master Plan" for informational purposes to the ` City Council and Planning and Zoning
Commission. Dr. Davis noted the City's primary involvement in this project would be to consider
closing certain streets in and around the Wayland Baptist University campus.
- No action was taken. The meeting adjourned at 1:OO p.m.
Passed and approved, on December 19, 1996.
