HomeMy WebLinkAbout96 1121 minWORK SESSION MINUTES PLAINVIEW CITY COUNCIL November 21, 1996 The City Council of the City of Plainview met in a Work Session on Thursday, November 21, 1996, at 11:30 a.m. at the Plainview Convention Center. Mayor Lloyd Woods presided. Councilmembers present were: Mary Virginia Kirchhoff-Precinct 2, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6, and Irene Favila-Precinct 7. Councilmembers Rey Rosas-Precinct 3 and Mike Hutcherson-Precinct 4 were absent. Staff members present were: Jim Jeffers-City Manager, William Mull-Interim Police Chief, Gary Glass-Fire Chief, Wally Hatch-City Attorney, Ches Carthel-Director of Public Works, Cindy Gasaway-Main Street Coordinator, John Castro-Director of Community Services, Norman Huggins-Director of Finance, Barbara Sullivan-Municipal Court Judge and Karen McBeth-City SeCretary. News media present: Richard Orr-Plainview Daily Herald. THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN Mayor Woods called the meeting to order at 11:35 a.m. and the Council and Staff reviewed the agenda for the November 26 meeting. Liaison Reports: Mary Virginia Kirchhoff attended the board meeting of Prairie House. She said they are going to appoint a planning committee to formulate building plans for the future. Irene Favila met with the Fair Theatre board of directors. They discussed the electrical wiring problems of the theater and what would need to be done before they could use the building to hold fund raising projects in it. They have filed for the employer I.D. number and the 501C3 so they can apply for grants. Councilmember Favila also attended the Youth Advisory Commission meeting and the commission has proposed to involve students at the Junior High level. Ci_ty Manager Reports: Jim Jeffers reported that they had a productive meeting with Joe Vogel of the Texas Natural Resource Conservation Commission. He said that when sitting and talking with him, he did listen and felt possibly the West Texas Environmental Alliance could begin a dialogue of regionalization. TNRCC might possibly form a steering committee to meet with WTEA representatives to talk. Councilmember McGehee asked about possible changes in the permitting process. Jeffers said they will continue to have some constraints and they still recommend installing a leachate collection system in the new landfill cell. Regarding the Silverthorne hearing, City Attorney Wally Hatch said the City's case was upheld on a vote of 3 to 0. Wally told the Administrative Law Judge that Mr. Silverthorne had abandoned it and TNRCC recommended revocation. Charter: Jim Jeffers read the attendance requirements of the new Charter. It is stipulated that to receive an excused absence a Councilmember needs to contact someone prior to a meeting so it can be reported to the grOup attending the meeting of their absence. Mr. Jeffers said they could call the Mayor, the City Manager or the City Secretary. The Work Session is considered a "meeting" the same as a duly scheduled council meeting.
