HomeMy WebLinkAbout95 1010 min MINUTES CITY COUNCIL MEETING City of Plainview October 10, 1995 The Plainview City Council met at 7:30 p.m., Tuesday, October 10, 1995, in the Council Chambers of the Plainview City Hall at 901 Broadway. The Council met in Pre-Session at 7:00 p.m. Mayor Lloyd C. Woods presided. Councilmembers present were: Mary Virginia K~rchhoff-Preclnct 2, Rey Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Barbara Dorman- Precinct 5, Dwain Dodson-Precinct 6, and Irene Favila-Precinct 7. Councilmember Alton Jackson Sr. was absent. Staff members present were: James P. Jeffers-City Manager, Wally Hatch-City Attorney, Muff London-Director for Community Development, Ches Carthel-Director of Public Works, Capt. William Mull-Police Department, Dale Simpson-Civil Service Director, Norman Huggins- Director of Finance and Karen McBeth-City Secretary. Guests present were: Rollie Hyde and Grady Elder from the Industrial Foundation; Cecilia Masters and Dr. Dennis Townsend from the Plainview Independent School District. News media present were: Richard Orr-Plainview Daily Herald and Steven Barrett-Lubbock Avalanche Journal. OPEN MEETING 1. Invocation - Irene Favila 2. Recognitions - "Six Pillars of Character" proclamation was presented to Dr. Dennis Townsend, Plainview Independent School District superintendent. Cecilia Masters, also of the school district, explained the concept behind promoting and teaching character in the schools. Councilmember Dwain Dodson reported on the "Turn Around Plainview/Hale County" project and invited all interested citizens to participate. 3. Consent Calendar - Rey Rosas made the motion to approve the Consent Calendar as presented. Mike Hutcherson seconded the motion which carried by unanimous vote. a) b) c) Minutes were approved. Departmental Reports were accepted. Expenditures were approved. d) Boards, Committee and Commission Appointments - Appoint a member to the Minimum Housing Board to fill out term of Lee Bridwell. Dan Wilkins was appointed to serve out the remaining term of Lee Bridwell. 1 of 3 REGULAR AGENDA ITEMS 4. Budget Amendment - Police Department. Ordinance No. 95-3060. An Ordinance amending Ordinance No. 95-3056 by deleting funding for a secretarial position in the Police Department. One Reading. Councilmember Irene Favila, who had requested this be placed on the agenda, asked that it removed and not considered. There was no objection and the ordinance was not addressed. 5. Budget Amendment - Human Resources Department. Ordinance No. 95-3061. An Ordinance amending Ordinance No. 95-3056 by deleting funding for a personnel specialist in the Human Resources Department. One Reading. Barbara Dorman made a motion that Ordinance No. 95-3061 not be approved. Dwain Dodson seconded the motion. Mayor Woods called for discussion. Irene Favila said she felt existing personnel could continue doing the interviewing, hiring and termination of employees and not hire additional personnel for this function. Barbara Dorman said the City needed someone to be knowledgeable of all the rules and regulations regarding personnel and minimize the City's liability in this area. Dwain Dodson said the $28,000 budgeted for this position would be small in comparison with a law suit if an error was made in terminating an employee or not handling personnel matters correctly. Rey Rosas said he did not understand why we needed someone in this position now, when only a year ago this position was abolished. He stated that the personnel presently employed could continue handling it. He said if there was someone on staff that could be promoted to this position, he would have no objections. Mary Virginia Kirchhoff said she was in favor of hiring someone for this position. She said the City of Plainview is no different than any other large business and this area needed to be addressed by a person trained for this specific position. Mike Hutcherson said he approved of promoting from within the City organization, but if no one was qualified he wanted someone hired to fill this position. Mayor Woods asked the Council to vote on Mrs. Dorman's motion: Mary Virginia Kirchhoff, Mike Hutcherson, Barbara Dorman and Dwain Dodson voted to keep this position in the budget; Irene Favila and Rey Rosas voted against keeping it in the budget. The ordinanCe:did not pass. 6. Plainview/Hale County Industrial Foundation. Consider an agreement for industrial growth and development services. Ken Douglass, vice president of the Plainview/Hale County Industrial Foundation addressed the Council and asked for the present agreement be renewed in which the City contracts for $25,000 of services which helps retain and bring new jobs to Plainview. He asked for continuing financial support for this important project which has proved so successful in the past. Dwain Dodson said he appreciates the work the Industrial Foundation does and stated he knew their office made things happen in the business community. Barbara Dorman made the motion to renew the financial support agreement with the Industrial Foundation for one year in the amount of $25,000. Rey Rosas seconded the motion. The motion passed by unanimous vote. 7. Sewer Rates. Ordinance No. 95-3059. An Ordinance of the City of Plainview, Texas, amending Section 24-45(a)(1), Axticle II, ChaPter 24 of the Plainview City Code; Amending the maximum number of gallons to be billed for single family residential use; Severability clause; 2 of 3 Cumulativeness clause; Conflicts clause; And effective date. One Reading. Director of Finance Norman Huggins reviewed the proposed ordinance explaining that at the present time the first 17,000 gallons of water used by a single family residence is also charged a sewer charge and this ordinance lowers that amount to 14,000 gallons. All .Water used over that amount is not charged a sewer charge. This is a savings for each single family residence. The rationale for this is that all the water used by a family does not go down the sewer, a certain amount of water is used to water the lawn, wash cars, and other uses where the water does not go down the drain. Irene Favila made a motion to approve Ordinance No. 95-3059; Rey Rosas seconded the motion; the motion passed unanimously. 8. Closed Meeting. Deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee: Specifically City Manager and City Attorney. This meeting is authorized by [TEX. REV. CIV. STAT. Ann. art. 6252-17, Section 2(e) (Vernon Supp. 1994)]. Mayor Woods moved the meeting into a closed session at 8:09 p.m. 9. Personnel. Consider action per the discussion in Closed Meeting regarding appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee. The Council reconvened in open session at 10:00 p.m. Mike Hutcherson made a motion to give the City Manager a four percent raise. Rey Rosas seconded the motion which carried unanimously. 10.
