City Council Work Session
October 19, 1995
The City Council of the City of Plainview met in a Work Session at 11:30 a.m. on Thursday,
October 19, 1995, at the Plainview Country Club, 2902 West Fourth Street, Plainview, Texas.
Mayor Lloyd C. Woods presided. Councilmembers present were: Mary Virginia Kirchhoff-
Precinct 2, Rey Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Barbara Dorman-Precinct
5, Dwain Dodson-Precinct 6, and Irene Favila-Precinct 7. Precinct 1 Councilmember Alton
Jackson was absent.
Staff present: James P. Jeffers-City Manager, Cindy Gasaway-Main Street Coordinator,
Muff London-Director of Community Development, Norman Huggins-Director of Finance,
Wally Hatch-City Attorney, Lt. Lonnie Burton, Laurie King-Health Department, Ches
Carthel-Director of Public Works, Roland Asebedo-Asst. Fire Chief, and Barbara Sullivan-
Municipal Court Judge.
News media Present: Steve Barrett-Lubbock Avalanche-Journal and Richard Orr-Plainview
Daily Herald.
OPEN MEETING
The Council reviewed the agenda for October 24, 1995.
City Manager Reports:
Council Liaison Reports - Councilmember Dodson advised that he, as a member of the
Hale County Appraisal Board, had prepared a proposal for HCAD to consider renting the
top floor of the Bank of America building. It was his understanding that said proposal was
not considered and HCAD is considering purchasing Henry Moore's building.
Animal Control - Reptiles. The City Manager advised the Health Department was expecting
a formal request from a group of citizens who would like to see city ordinances changed to
allow the keeping of reptiles in residential areas. Once that request is received, it will be
presented to the City Council at a Work'Session and then the Council can decide whether
or not to formally consider the request.
Turn Around Plainview. Councilmember Dodson reported on the activities of the Turn
Around Plainview program. He emphasized he was providing the report as a private citizen
involved in Turn Around Plainview and as a member of CrimeStoppers, who is funding the
program. Turn Around Plainview has had three marches with each march having over 100
participants. Councilmember Rosas expressed concern that individuals of the group not use
the program as a political platform, noting a recent Letter to the Editor from Bruce Rider.

Councilmember Dodson asked the Council if there were any concerns or comments. No
concerns or objections were presented.
Make A Difference Day (city wide clean up). Councilmember Rosas announced the city
wide clean up was scheduled for Saturday, October 21. Councilmember Favita suggested
the City provide the participants with lunch. Muff London, Director for Community
Development, stated she would consider that in the future, but time was short and therefore
feeding the group this Saturday might not be possible.
Environmental Coalition. The City Manager provided a report on the October 17,
Environmental Coalition meeting in Lubbock. The group has decided to form a non-profit
corporation and recommend the participating cities retain Crockett Camp as legal counsel
for the group. A "get acquainted meeting" has been tentatively scheduled for the mid part
of November with the Chairman of TNRCC. That meeting will be in Lubbock. The City
Manager thanked Mayor Woods for his diligence in getting the group organized.
Park - Naming Policy. The City Manager presented a first draft of a proposed policy for
naming City parks, prepared by the Parks Advisory Committee, for Council review and
comment. Councilmembers had no comment. The City Manager noted the draft document
would be put in its final form and submitted to the Council for formal consideration at a
November meeting.
Mayor Woods adjourned the meeting at 12:50 p.m.
