City Council Work Session
November 9, 1995
The Plainview City Council met in a Work Session on November 9, 1995, at 11:30 a.m. at
the Plainview Country Club. Councilmembers present were: Alton Jackson Sr., Mary
Virginia Kirchhoff, Rey Rosas, Mike Hutcherson, Barbara Dorman, Dwain Dodson, and
Irene Favila. Mayor Lloyd C. Woods presided.
Staff members present were: Jim Jeffers, Roy L. Osborne, Muff London, Norman Huggins,
Wally Hatch, Del Essary, Ches Carthel, John Castro, and Barbara Sullivan.
News media present: Richard Orr with the Plainview Daily Herald and Steve Barrett from
the Lubbock Avalanche Journal.
THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN
The Council reviewed the agenda for the meeting scheduled November 14, 1995.
City Manager Reports:
Council Liaison - Councilmember Dodson noted the City's representatives to the Hale
County Central Appraisal District were opposed to moving the offices of the Appraisal
District and asked if any Councilmember objected to their position. No objections were
expressed.
Councilmember Favila provided a report on the changes taking place with the Texas
Workforce Development Board.
Council Relations Policy - The City Manager reported the Council Relations Committee
wanted to begin providing mini-training session at the Work Sessions regarding the Council
Relations Policy. No one objected to such.
Piainview/Hale County Health Department - Assessment - The City Council was presented
with a copy of the Plainview/Hale County Health Department Community Needs
Assessment dated October 10, 1995. The Council was asked to review the document and
will be asked at a later to approve a prioritization of the assessment, based on
recommendations of the Plainview/Hale County Health Board.
Mayor Woods adjourned the meeting at 1:00 p.m.
