'January 23, 1996
The Plainview City Council met at 7:30 on Tuesday, January 23, 1996 in the Council Chambers
of City Hall, at 901 Broadway. The Council met in pre-session at 7:00 pm. Mayor Lloyd C.
Woods presided and Councilmembers present were: Mary Virginia Kirchhoff-Precinct 2, Rey
Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Dwain dodson-Precinct 6 and Irene Favila-
Precinct 7. Barbara Dorman-Precinct 5 and Alton Jackson-Precinct 1 were absent.
Staff members present were: James P. Jeffers-City Manager, Wally Hatch-City Attorney, Ches
Carthel-Director of Public Works, John Castro-Health Department Director, Capt. Danny
Miller-Police Department, Dale Simpson-Civil Service Director, Norman Huggins-Director of
Finance, .Del Essary-Superintendent of Solid Waste Management, and Mary Alice Bublis,
-Deputy Ciry Secretary.
News media present: Richard Orr-Plainview Daily Herald, and Steve Barrett-Lubbock Avalanche
Journal.

2. Recognitions/Oath of Office: -Del Essary, Superintendent of Solid Waste Management,
' presented a certificate of appreciation. to Lesal McNutt, who is retiring from the City after 27
years of service.
' Ches Carthel introduced Rick Graves from the Recycling program, who recognized the
fourth grade teachers from College Hill Elementary School. .Their students participating in a
recycling contest. .Each class was responsible for making a robot out of recyclable goods. The
robots are on display in the entry-way of City Hall. The program has been requested by other
schools in the city.
Mayor Woods said he would to start recognizing outstanding volunteers in the community
who do not always receive recognition for their work. Curtis Christopher, the manager of the
United Super Market on Olton Road was the .first of these volunteers the Mayor recognized.
