CITY COUNCIL MEETING
City of Plainview
FEBRUARY 15, 1996
The Plainview City .Council held a special meeting at .12:00 noon,. on Thursday, ,February 15,
1996, at 2902 West 4th St. ; the Plainview Country Club, .Plainview, Texas. The agenda for this
meeting was posted in City Hall on February 12, 1996. Mayor Lloyd C. Woods .presided.
Councilmembers present were: Rey Rosas-Precinct 3, Mike Hutcherson-Precinct 4, Dwain
Dodson-Precinct 6, and Irene Favila-Precinct 7. Absent' were: Alton Jackson Sr.-Precinct 1,
Mary Virginia Kirchhoff-Precinct. 2, and .Barbara Dorman-Precinct 5.
..Staff members present were: James P. Jeffers-City Manager,. Cindy Gasaway-Main Street`
Director, Wally Hatch-City Attorney and Karen McBeth-city secretary..
Guests present were: Billy Don Everett of Overton, TX.; Grady Elder and Rollie Hyde of the
Plainview/Hale County Industrial Foundation; Larry Dickerson and Irene Morales of the
Plainview Housing Authority and Kent Green.
OPEN MEETING
1. Call to Order -Mayon Woods called the meeting to order at 12:00 noon.
2. Housing - Mr. Billy Don Everett, of Overton, TX., spoke to the Council regarding the
way in which is small town of Overton, in East Texas found a way to build rental property for
low to moderate income families who need live in rental property. He said the Texas.
Department of Criminal Justice built prisons close to Overton, and this brought new jobs as well
as new people to town without adequate housing available for them to rent. He said the
personnel that work for the prison system mostly prefer to rent rather than buy. Overton created
a non-profit housing finance corporation to build fifteen duplexes.. These are owned, managed
and. maintained by the city and rent for $425 per month. He stated these rental units were
funded by revenue bonds and the rent received from them are used to pay off the bond debt.
He gave .the name of Tom Montgomery from Temple, TX as the individual who handled .the
bond transactions for the city. The city's reserve funds were pledged towards the bonds. The
proposed payback time would be 25 years.. He said the ,city would not be liable for the bonds
but it might affect its bond rating.. He said the city sets the low to moderate income levels. and
Overton set it at .$50,000 or under. He said the rent goes up 5 % annually until they reach a
certain level. He stated he believes a project such as this would work in Plainview. He .said
Plainview could form the corporation, acquire a feasibility study and appoint a board to run the
corporation.

A. Discussion -The Council discussed various aspects of a housing project
such as this. Dwain Dodson stated he hesitated for the city to get into the housing business and
that it should be studied. very carefully. Grady Elder remarked that approximately 3,000 people j ~'1
commute daily to Plainview to work for lack of adequate rental property.. Larry Dickerson
asked if all the rental units would have to be located together geographically. Mr. Everett said ~V
not at all, that it was a good idea to use several small parcels of land on which to locate either
~ ~ duplexes or possibly quadruplexes. Mayor Woods said he believed Plainview needed more of
~. this size rental property and would like to see if this type project would work well in Plainview.
B. Action -Mike Hutcherson made a motion the Council study this further.
Irene seconded the motion. Rey Rosas, Mike Hutcherson, Dwain Dodson and Irene Fvila voted
in favor the motion... City Manager Jim Jeffers said he would contact Mr. Everett after the
Council had more time to study and discuss the proposition at a later date. Mr. Everett said he
would be most happy to come back to Plainview and bring his financial advisors to answer the
Council's questions more specifically.
3. Adjournment -Mayor Woods adjourned the meeting at 12:55 p.m.
